I think he misspoke. We had limits on what you could say about troop movements, but not on what would provoke the enemy
Hasn't he ever seen a movie (or cartoon for that matter) made during WWII. I gurantee you that no one in the United States were concerned about the feeling of the Japanese or Germans.
If anything someone in the same position as Graham would have said anything like this during WWII they would be the ones under investigation for giving aid and comfort to the enemy.

Wasn't around for WWII, but my guesses are 1) there were no limits because; 2) if you did something that inspired the enemy, real Americans would seriously kick your @ss.
