Up here in the Panhandle I bet they’d have been just fine doing my fingerprints - in fact now that I remember my husband had his done at the local sheriff’s for a renewal (we had just moved in from out of state, so he was renewing his out of state license as an in state license) and they did them just fine. Again this is more recent than your experience. I've lived in Bay and Santa Rosa counties in the panhandle and both have been outstanding whenever I've needed them. They were very helpful when I got my permit and had it renewed.
