My guess is he’s about ready to die—Cuba will give up Communism soon—be about as communistic as China.
The Cuban regime is preparing for the post-Castro era. The purpose of Fidel Castro “stepping down” is to assure that his death will not be seen as having immediate practical consequence because all power and authority will have already passed from him.
It will really be interesting to see if they really follow through on the idea of only allowing the top elected officials to have 2 five year terms, max.
I checked on babalublog.com. The news hasn’t hit there just yet but scrolling down, I read an entry about the recent party congress where some piddling-but-unprecedented reforms were announced.
The cuban communist party congress had been postponed for two years because the commandantes were certain that Obama, Pelosi and Reid were going to lift the trade/financing/tourism sanctions and bail them out. The election of 2010 put paid to that notion and they had no choice to go ahead and enact reforms.
They have a collapsing economy and no younger generation of true believers to follow in their footsteps. So Fidel is making his retirement official. Raul stays in charge but he must be worried sick about being retired Saddam/Ceausescu fashion. The laying off of a million government workers with no economy to absorb them seems obviously suicidal.

I heard that they had a big vote, changed the heads of a lot of departments and committees. Stepping down on the socialism. Perhaps they are hearing Obama making mewing noises over here, and think this might be the time to sound more democratic.
In any case, a shakeup is going on.
The rumor is that american collectors are chomping at the bit for those machines, presumably with wads of cash in hand, and likely with plans to show up at the owners’ doorsteps with shiny new cars in part-trade for them. No doubt there are barge and container companies all over Miami with standing reservations for space as soon as the wall comes down. It’ll be the automotive equivalent of the Mariel boatlift, only no one (except the greenies) will complain about those new immigrants.
