No, with the larger vote margin now, not the original one of only a couple of hundred votes, she will have to pay to have a recount, not the taxpayers.

No, she is legally entitled to a government paid recount if she asks for one. She has until tomorrow at 5pm to do so.

Nope, the came up with an extra 200 Kloppenburg votes that put her with in the .5% margin of victory for a taxpayer funded recount.
