I would argue that DS9 was the least utopian of the series, particularly after the Dominion War started. That is after their rating started to slip. A majorities of Trekkies are like game-enthusiasts at the core. They want to see action in the drama.
DS9 was failing on that point, putting too many PC-episodes. So they made "belated awakening." As a side note, the first half of DS9 series would have appealed to uber PC German crowds.
