'Limited' US Role in Libya Means No Need to Get Congressional Authorization

In an effort to satisfy those arguing he needs to seek congressional authorization to continue US military activity in accordance with the War Powers Resolution, President Obama wrote a letter to congressional leaders this afternoon suggesting that the role is now so “limited” he does not need to seek congressional approval.

“Since April 4,” the president wrote, “U.S. participation has consisted of: (1) non-kinetic support to the NATO-led operation, including intelligence, logistical support, and search and rescue assistance; (2) aircraft that have assisted in the suppression and destruction of air defenses in support of the no-fly zone; and (3) since April 23, precision strikes by unmanned aerial vehicles against a limited set of clearly defined targets in support of the NATO-led coalition's efforts.”

A senior administration official told ABC News that the letter is intended to describe “a narrow US effort that is intermittent and principally an effort to support to support the ongoing NATO-led and UN-authorized civilian support mission and no fly zone.”

“The US role is one of support,” the official said, “and the kinetic pieces of that are intermittent.”

Does he think he is King, well duuh! He is going around handing out money like candy, and he has no aurhorization to do that.

If you have a list of prominent republicans that have told him that he doesn’t have the authority to do that, please feel free to list them here for our edification.

The implications here are monumental and disastrous for our democratic republic.

Our president, who is showing clear signs of becoming a traitor, has abitrarily turned the might of our military against another country, Obama’s enemy du jour. He does not possess these dictatorial powers — or at least should not! Where are the checks and balances?

The country he arbitrarily attacked could have been Israel — or England — or whichever he chose.

We are witnessing a rogue administration jumping the track. Sadly, and vastly more important, we have a government and House and Senate and public sitting idly by while this mad man is usurping enormous unconstitutional power!

Someone do something!!

Where is he making this stuff up from? The War Powers Resolution is pretty clear. The reporting requirement, and therefore the attendant 60-day limitation, arises:

"in any case in which United States Armed Forces are introduced—

(1) into hostilities or into situations where imminent involvement in hostilities is clearly indicated by the circumstances;

(2) into the territory, airspace or waters of a foreign nation, while equipped for combat, except for deployments which relate solely to supply, replacement, repair, or training of such forces; or

(3) in numbers which substantially enlarge United States Armed Forces equipped for combat already located in a foreign nation;"


The United States Armed Forces are clearly engaged in hostilities. There is no exception for involvement in "limited" hostilities.

Now, the argument has been made that the War Powers Resolution is an unconstitutional restraint on powers granted to the executive by the Constitution, but Obama doesn't seem to be making that argument at all. He is simply making the baseless assertion that it doesn't apply in this case.

That is part of what really blows my mind... how incredibly the vast majority of Black Americans are so totally and completely sold-out to skin color - you know, the same folks that use to claim Martin Luther King as their spokesperson - the one who’s famous speech implied an ultimate desire that men be judged NOT by the color of their skin, but the content of their character....

So - where has that view/mentality gone? Ask the race-baiting thugs like Jessie Jackson and Al Sharpton.

People are missing the point(s).

First, the War Powers Act is unconstitutional, without a doubt. Congress should have declared war on Saudi Arabia and Pakistan 9/12/01, but in the absence of restrictive legislation, Obama is free to do what he wants.

Second, Obama claims that international bodies and multilateral agreements are superior to Congressional authority. For this, he should be impeached.

cut all funding for anything involving the Libyan / UN supporting operation.

Then

cut all funding for the White House (all salaries except the household staff).

Let’s start the budget cutting process.

Next stop the Executive Branch on the ‘Pruning Express’.

Congress instead of allowing him to do away with advise and consent ... can start the cutting the chaff to the bone. Then less to advise & consent on.

For what it’s worth, we can all try blasting Boehnner at his Speaker email address, SpeakerBoehner@mail.house.gov.

It doesn’t require all the normal bureaucratic procedure. Just send it as an ordinary email. I use it often.

Think he’s listening?
