Operation Gunrunner was funded by the 2009 Stimulus Package

Something about Project Gunrunner (gunwalker, fast and furious) has been bugging me but I just couldn't put my finger on it.

This morning when I woke up I remember seeing Project Gunrunner in a bill that was discussed here. The original thread about it was a rumor thread that HR45 had been rolled into the stimulus package.

In that thread I scanned the text of H.R.1 American Recovery and Reinvestment Act of 2009 for gun, firearm, etc and came up with a hit.

I posted in the thread: "Only time “gun” or “firearm” appears is in the part that give $10,000,000 to the ATF for Project Gunrunner. That was H.R. 495, asking for 15,000,000 for Gunrunner".

H.R. 495 that I mentioned never made it out of committee, but it looks as it was to specifically fund Gunrunner.

Instead portions of it were rolled into the stimulus package a month later. That text found in H.R.1 is:

For an additional amount for ‘State and Local Law Enforcement Assistance’, $40,000,000, for competitive grants to provide assistance and equipment to local law enforcement along the Southern border and in High-Intensity Drug Trafficking Areas to combat criminal narcotics activity stemming from the Southern border, of which $10,000,000 shall be transferred to ‘Bureau of Alcohol, Tobacco, Firearms and Explosives, Salaries and Expenses’ for the ATF Project Gunrunner.

Notice that's $40,000,000 for Southern border enforcement, $10,000,000 of which specifically for Project Gunrunner. What does $10 million pay for here? It didn't hire any new agents that I am aware of.

What this tells me is that several congressmen also had knowledge of what Gunrunner was going to entail. This isn't just the ATF and DOJ. This is all levels and areas of government. Even members of the House and Senate knew what Project Gunrunner was.

To date, the only “shovel-ready job” created by the Stimulus Bill was to bury an innocent U.S. Border Guard.

WHAT IS THE MERIDA INITIATIVE? The US Congress passed legislation in late June 2008 to provide Mexico with $400 million and Central American countries with $65 million that year alone, for the specific purpose of "fighting drug wars." The initiative was announced 22 Oct 2007 and signed into law June 30, 2008.

If you ever watch video or look at pictures of Mexican drug wars, you see some pretty heavy weapons. It is a war being waged with rockets and plastic explosives, not pea shooters and Saturday Night Specials.

Consider these incidents:- A M26A2 fragmentation grenade used against a U.S. Consulate in Mexico in 2008 - Explosive projectiles and 21 grenades found during a raid in Guadalupe - An unexploded grenade and pull ring used to attack a TV station in Monterrey - Automatic weapons, including U.S.-made M16s, found at a cartel crime scene in May 2009- U.S. military-issued ammunition found in a cartel raid in Reynosa in November 2008. You can't buy this stuff at a U.S. gun store. So where do the cartels get it?

According to leaked diplomatic cables, there are three sources.

1. US Defense Department shipments to Latin America, known and tracked by the US State Department as "foreign military sales."

2. Weapons ordered by the Mexican government, tracked by the State Department as "direct commercial sales."

3. Aging, but plentiful arsenals of military weapon stores in Honduras, Guatemala and Nicaragua.

Even though these facts were well-known by the Obama administration, including Secretary of State Hillary Clinton and Attorney General Eric Holder, it blamed much of the violence in Mexico on US gun shops. "More than 90% of the guns recovered in Mexico come from the United States, many from gun shops that line our border," President Obama said in February 2009.

FR POSTED It is WELL known that the Zetas ‘gulf Cartel, a former "special forces unit" of the Mexican Army, has been in operation for years and has recently been recruiting openly in Mexico.

In the border city of Reynosa a banner reads, “Former soldiers sought to form armed group; good pay, $500,” “The Zetas operations group wants you, soldier or ex-soldier.” Authorities said the signs were probably an attempt to "demoralize the soldiers and police," rather than a serious recruiting effort.

Also, the primary thing we are looking for here is a deliberate effort by the antigun crowd to use this as a way to push gun confiscation.

When it comes to stimulus spending, could the wheels of government bureaucracy be grinding too quickly for once? Responding to more inaccuracies discovered in the reporting of spending and job creation from the administration's economic stimulus plan, the top White House official charged with overseeing the program vowed today to go through the reports with a fine-toothed comb and to correct the mistakes.

The promise came after ABC News found that Recovery.gov, the government Web site created to track the expenditures, had many job creation and stimulus spending figures that were attributed to congressional districts that do not exist, or that were incorrectly identified.

"The first time out, we knew there were going to be problems," said Edward DeSeve, special advisor to the president on the stimulus bill. "We don't think there are a lot of them. There are less than 1 percent in terms of the recent concern about congressional districts of the overall reports. And we've got a good commitment from the recovery board to work with us to fix them."

Officials tell ABC News, so far, they have found 700 mistakenly credited congressional districts out of more than 130,000 stimulus grants. The White House's Web site claims that more than 640,000 jobs have already been saved and created by the " $787 billion stimulus program. The reports used to come up with that number are riddled with errors.

In addition to the jobs in non-existent congressional districts reported Monday by ABC News, in real congressional districts, there are also problems, lots of them.

Moore's Shoes in Campbellsville, Ky., claims nine jobs were created from an $890 grant for nine pairs of work boots for the Army Corps of Engineers. Head Start of Augusta, Ga., claimed 317 jobs with a $790,000 grant, but it was really just a one-time raise to its 317 employees.

Chris Whitley is a fiscal officer for Central Savannah River Area Economic Opportunity Authority, which administers the Head Start program in Augusta. He says it was the administration's stimulus help line that advised them to claim 317 jobs. "It wasn't illegal, immoral or unethical. And they told me to do it, so I did it," said Whitley.

The mistakes have prompted anger on Capitol Hill. Rep. David Obey, D-Wis., the powerful chairman of the House Appropriations Committee, was outraged that one sewer project in his district was listed as creating 100 jobs. The real number is five. When asked what he thought when he saw the mistakes in his district, Obey said, "I wanted to strangle somebody."

Obey is demanding the administration fix the mistakes. "Fix the problem, the blessed problem, so that we're getting accurate information. I don't care what people's bureaucratic niceties are, or how hard it is to do it. I mean, they've got to fix the problem, so the American people can understand what the realities are.

...Just how big is the stimulus package? Well for one, it has doubled the size of the House of Representatives, according to recovery.gov, which says that funds were distributed to 440 congressional districts that do not exist.

According to data retrieved from recovery.gov, nearly $6.4 billion was used to “create or save” just under 30,000 jobs in these phantom congressional districts–almost $225,000 per job. The web site operates on an $84 million budget and is tasked with monitoring the distribution of the $787 billion stimulus package passed by Congress–which, for the record, counts 435 members–in early 2009...

Here's how Obama "Stimulated" the Economy------with run-away spending.

Now the US Treasury and HHS entries must be seen in this context. Ohaha's
then-COS---the power-mad Rahm Emanuel---took control of the US Treasury, took
over the census, and put his brother in charge of Medicare/Aid billions and O/Care
billions. Can you say offshore accounts? Govt fraud? Money laundering? Illegal
conversions of govt monies?

Project ‘Gunrunner’ was different than ‘Fast and Furious’. Gunrunner had the aim of arresting traffikers before the guns left the continental US....Obama amended it to ‘Fast and Furious’ and then refused to allow agents to follow the guns out of the store,etc. In other words..it became ‘Gunwalker’ i.e. ‘Fast and Furious’ and the guns were allowed to ‘walk’...something never before done...EVER!

Good background. Another thing to remember is that Gunrunner was a failure. It only resulted in very few arrests an very few guns being interdicted on the way to Mexico. An audit conducted, as I recall, showed that the ATF was accomplishing little for the amount of money spent. This gave them even more motivation to proceed with the conversion of "gunrunner" to the gunwalker scandal, which likely includes "fast and furious" in Phoenix, "Castaway" in Tampa, and other programs not yet uncovered.

Another way gun running monies might have been illegally converted----through the states.

CASE IN POINT Obama sent $17.5 billion stim to the state of NJ---that promptly disappeared. Then-Gov Crozine was a Wall Street operator---as head of G/S.

Wall Street knows how to make money disappear faster than a cream puff at a Weight Watcher weigh-in.

I am a little confused by your sentence.

Zetas are not the Gulf Cartel.

The man who was just captured claims that the Gulf Cartel can easily get weapons and opined about a treaty allowing it in a videotape that was recently released.

I believe there is much more to it than just trying limit gun rights.

You have got the Zetas and the Gulf Cartel at war and it extends into Texas.

Aguilar just claimed that it was harder for them to get guns than the Gulf Cartel.

“We are unaware of what’s happening but you can deduce that if it’s almost impossible for us to buy weapons and bring them in our trunks and they (Gulf Cartel) can they can bring them in freely, with no problems, well there has to be an arrangement, one can deduce that they have a pact with the government, I don’t know.“

Why would we arm the Gulf Cartel and the Zetas???

How come the CIA hasn’t been named yet in this mess.

No way they didnt know about it.
