It's about time these funny little foreign guys were given the news ~ the federal government is a front man ~ and if you sign a treaty with that agency it's not necessarily binding on the states ~ the real nations in this neck of the woods.
Sometimes the federales will lie ~ as all of us know too well.
The Constitution says the states don't have to sign treaties with anybody!
