Gov. Jerry Brown and his fellow Democrats in the Legislature were frustrated this year in seeking a few Republican votes to close the state's budget deficit by asking voters to approve billions of dollars in tax extensions.
Support from at least two Republicans in both legislative houses was needed for the two-thirds majorities required to pass the special election constitutional amendment that Brown and Democrats sought.
As the months-long talks collapsed, the Democrats said they'd try to pick up enough seats in the 2012 elections to secure two-thirds margins, thereby cutting the GOP out of future tax issues. And the redistricting plans now nearing approval by the new independent redistricting commission could set the stage for achieving that goal, either in 2012 or in 2014.
Commissioners made a number of minor adjustments in their draft maps last week and are to have another review later this week in anticipation of releasing them for public review late this month and adopting a final plan in August.
Analysts on both sides of the political aisle have plumbed the new maps for their political content – a factor the commission is not supposed to be considering – and agree they would give Democrats a very strong opportunity to win 27 Senate seats and 54 in the Assembly, two-thirds majorities in both houses.
All 80 Assembly seats will be up in 2012, plus half of the 40 Senate seats, with the remainder on the ballot in 2014.
Paul Mitchell, a Democratic political consultant who runs Redistricting Partners, is one of several analysts who have tracked day-to-day changes in the maps being drawn by the 14-member Citizens Redistricting Commission. He concludes that the Democrats' 27/54 goal is within fairly easy grasp,

The Machiavellian challenge for partisan gerrymander-ers is to make the seats truly SAFE while also keeping them safe from judicial reversal.
As for me, I may be gone from this increasingly lefty state in 5 years or so. We have a child on the way, and when my excellent boss retires, I may look for work in a state that values jobs instead.

California has a supposely non-partisan redistricting commission. The Democrats somehow managed to hijack it and create the most biased gerrymander possible.
Democrats are far more machievellian than Republicans at this.
...as yet they haven’t been hit with fiscal issues. My though is, WTSHTF there may be a revival of sorts. Assuming of course they aren’t bailed out, which will not help a revival.

The USA is just a bigger California. The problems facing California are present in Washington, too.
You’re correct about this being a pervasive problem.
But I believe the debt problem has perhaps another decade to run.
California's debt to GDP ratio is around 19%, no different than the revered red state of Texas.
We have $2 trillion in GDP even this miserable year, almost double that of Texas, the next best state.
That $2 trillion in GDP is critical to the health of the broader U.S. economy.
CA is one of just 13 states who get fewer dollars in federal services than are paid in federal taxes. In CA's case, it's around 79 cents per dollar.
If there's a "collapse" it'll be due to runaway progressivism which will hike taxes without bounds, further killing jobs and running companies out of state even more than now. We're already the highest taxed state in all but one category.
All of the Freepers wishing to see CA destroyed economically will be in for a very rude awakening if that happens.
What idiots outside the state fail to realize is the politics here are held hostage by a narrow band along the coast from L.A. to S.F. There are millions and millions of Californians outside that zone, but simply not enough to tip elections.
If the "South California" split came, the new state would still be among the most populous with 13 million residents behind only FL, NY, TX and the other CA. It would also be a "red" state.
That's a truly obscene number of people trapped without recourse and influence in the direction in their state.
The Democrats have tried time and again to lower the bar on tax hikes at the ballot. They couldn't get it done. Now they're gaming the "nonpartisan" redistricting system to do what the voters would not.
You better look at CA with fear because it's where the nation is headed politically under the "progressive" union-thug, unending, jackbooted march. Obama's done a masterful job at it and taken many pages from the CA playbook. His abandoning DOMA is just one example.
Will Republicans be sent packing in 2012 thanks to brat Tea Partiers and allow Peliosi to regain the House? Will Obama be swept back into the White House to cripple this nation further? You betcha.
They're watching; the only ones learning are the "progressives" testing and taking their successful schemes and scams into other states.
What are they goign to do when they end up forcing all of the Republicans out of Calfornia and there is no one left to tax?

I actually applied for and started the vetting process to be a member of this so-called “Redistricting Commission.” The process was a joke and clearly designed to eliminate anyone who was conservative ( who’d a thought?). So the end result isn’t surprising. Just want the RAT takeover to be complete so that the collapse of our once proud state occurs sooner rather than later. And as the earlier poster pointed out, how California goes, so goes the Nation eventually, so you better hope we figure it out before the whole country goes under.
It's all about the global investors who precipitated said collapse getting to pick the bones for pennies on the dollar.
I have lived in California four times 1988, 1997, 2002, 2005 and about half the people I know there are conservative and the other half liberals. The liberals are louder, greedier, more corrupt. They come up with just the number of votes by fraud that they need to steal elections. If they need 7000 more votes for some lib candidate, mysteriously they come up with those votes in San Francisco, etc. That is why they don’t want VOTER ID
