I think the guy was afraid to attack any moslems. Afraid they might kill him, I guess. So he attacked his own sheeple instead. Easier targets. It's not fear, it's objective. The guy had political motives, so he attacked the politicians where he felt he could hurt them the most. Shooting up a mosque will kill individual Muslims, but it won't affect any political change. In fact, it might spur sympathy and bring the opposite.
The shooter's logic, to generously apply the term, seems to be to attack the cause (liberal decision makers in the government) not the effect (increased Muslim immigration and multi-culturalism).

That makes sense. I’m still wondering if the man had a few stripped gears upstairs. Given the multitude of political parties in other countries it’s hard to figure out what’s going on at times. No one is standing around handing out programs.
