If Obama tried this, the Supreme Court would clearly find it to be unconstitutional, after the time it took to get the issue to the Supreme Court.

That means that all of the US debt issued during the time that Obama exercised this approach would be invalid.

Talk about ruining the US AAA rating, that would surely do it.
