There is no need to fiddle with an alternative plan until one of the two plans submitted to the Senate by the House is brought to a vote and fails.
if that happens, the other must be brought to a vote.
Only then should there be a time out to regroup and cobble up a new plan.

house will recess pretty soon any way. It would be a pity for them to recess and leave the senate with nothing to do but bitch and moan

Could be he knew the thing would fail and voted “yes” on it in trade for a “no” vote from someone else when the “no” will matter.

Senate Roll Call votes - 1st Session of 112th Congress Brown (R-MA) voted with the Dmocrats.
Manchin (D-WV); Nelson (D-NE); Reid (D-NV) voted with the Republicans. Reid's vote was to enable entering a "Motion to Reconsider" (which is proceduraly stupid, but so is he).
Inhofe (R-OK) did not vote.

"Boehner 3" failed by being tabled on the substance. A motion to limit debate on bringing up CCB was defeated by being tabled, but there is an unlimited supply of "Motion to proceed to the consideration of .." thingamabobs. I don't thing the establishment has any intention of bringing up CCB, just noting that it could, and not violate parliamentary procedure.
