It’s better than what commissioning a monumental artist would produce: A couple of fake waterfalls with a list of names etched underneath, like the WTC memorial. Big boulder can later be replaced. Fake waterfalls are forever.

It’s just that our country can no longer walk and chew gum, or complete something in under 10 years, so it’s only “Phase I” that is expected to be completed in time for the 10th Anniversary.
