US set to announce $100M in Somalia famine funding

DADAAB, Kenya -- Hundreds of thousands of Somali children could die in the country's famine unless more help arrives, a top U.S. official said Monday as Washington prepared to announce $100 million in new famine aid. To highlight the crisis, the wife of Vice President Joe Biden visited a refugee camp on a patch of desert in eastern Kenya where tens of thousands of Somalis have massed. A drought has turned into famine because little aid can reach militant-controlled south-central Somalia. Jill Biden is the highest-profile U.S. visitor to East Africa since the number of refugees coming across the Somali border dramatically increased in July. Biden arrived in a C-130 military transport plane and said she wants to raise awareness and persuade donors to give more.

And no words from media about FEMA help (efficiency or not) for the flooding, tornados, and .....

U.S. agriculture policy undermines U.S. efforts to alleviate poverty because it drives down global agricultural prices, which in turn cost developing countries hundreds of millions of dollars in lost export earnings. The losses associated with cotton subsidies alone exceed the value of U.S. aid programs to the countries concerned. The British aid organization Oxfam charges that U.S. subsidies directly led to losses of more than $300 million in potential revenue in sub-Saharan Africa during the 2001/02 season. More than 12 million people in this region depend directly on the crop, with a typical small-scale producer making less than $400 on an annual cotton harvest. By damaging the livelihoods of people already on the edge of subsistence, U.S. agricultural policies take away with the right hand what the left hand gives in aid and development assistance.

QUESTION FOR ANYONE WHO KNOWS:

How does this work? Obama or State Dept announces $100 million to a particular country. Who authorizes this money? Congress? A President or Secretary of State? Also, what pot of money does this come out of?

Since we have to borrow money from China to give to the Somali’s, why not just cut out the middleman (US) and let the Chinese help?
