It is a lving constitution in practice, so it really doesn’t need to be amended.

I think it’s 3/4 of house and senate, then 2/3 of the states?

I only know of one repeal.

But I am guessing on both counts

One Repealed; one that was ratified but only printed by four states and never enforced.

You have it backwards. An amendment needs 2/3rds of both houses and 3/4ths of the states to become law.

2/3 of both houses then 3/4 of all states must pass the exact same amendment. This is why the President has no say in an Amendment. The 16th was never ratified legally but Wilsons AG declared it ratified.

It is Article V.

Article V
The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate.

The procedure for amending the United States Constitution is governed by Article V of the original text.


How many amendment have been repealed?


Six amendments proposed by Congress have failed to be ratified by the appropriate number of states' legislatures.

Yes, Article V. There are four ways, essentially, though only two have ever been used.

Constitutional Amendments, there are several ways for these to happen.

There have been 27 amendments in our history. Only one was repealed. That was the 18th amendment, and the repeal of that was done through the 21st amendment, although the 21st amendment also has restricted the ability of the Congress to regulate interstate commerce in alcoholic beverages and gave states far more power to regulate trade in alcoholic beverages than they have in any other form of commerce.

Amendments can be proposed by:

All amendments which have been made were propsed by 2/3rds votes from Congress. However, Congress has been motivated to propose/pass amendments by requests for a convention to propose a specific amendment coming from the states. They usually moot the convention requests by passing the proposed amendment themselves.

Amendments are ratified by the states in two ways:

Only one of the 27 amendments which have occurred has been ratified by state conventions. I'll leave that as a trivia question for you, US Navy Vet (or anyone who wants to answer). The rest were ratified by the state legislatures.

Oh, and one other trivia questions, which amendment took the longest time from the time it was proposed to the time it was ratified? I'll give a hint, it was one of the 12 amendments proposed in the original Bill of Rights.

Of course, the courts think that they can also amend the constitution by a 5/4 vote on the Supreme Court. The founders never intended this, but the practice has been advocated by both political parties and many factions of the political landscape.
