From what I have heard on the local radio They kept him overnight for questioning and released him this morning. They have not filed any charges yet.

Andrew Rothman, a Twin Cities firearms trainer and vice president of the Gun Owners Civil Rights Alliance, said Friday afternoon that if the events unfolded as the armed citizen described, “the permit holder acted appropriately. Chasing the mugger to recover the purse or to effect a citizen’s arrest is permitted by law.”
And, Rothman continued, if the suspect “then escalated by pointing and/or shooting at the good Samaritan, the good Samaritan would have been completely justified in shooting.”

I like Andy...he’s a real sharp guy. But, this is MN and this Good Samaritan is screwed.

"if he can convince the cops that the perp turned the gun in his direction. He might be okay" The cops are not relevant and needn't be convinced nor spoken to. The issue is if his lawyer can convince the prosecutor or if not then the jury.

I actually don’t know much about the legal system, but I thought cops initially make the decision about whether or not to arrest, and if they don’t, the chances of being charged later just seem lessened, unless they treat it as a homicide to be investigated. Do cops have any frontline authority in how such a matter is classified (self-defense as opposed to murder) or do all such matters by-pass them and go directly to someone higher, like the D.A.?

Depends on the jurisdiction. In North Dakota, you can intervene using lethal force on behalf of another who is in immediate danger of serious bodily injury or death and unable to defend themselves.
