OK, so what’s more absurd:

Peacocks, hookers, plasma TVs, fighting roosters, things that ordinary citizens can afford, all paid for by prisoners and their families in Mexican prisons,

OR

Higher education, Ph.Ds for terrorists and the Manson gang, in U.S. prisons, paid for by the taxpayers?

How many in the U.S. can afford to pursue a Ph.D?

The story first references fighting cocks, which makes more sense than peacocks. Probably a translation error resulted in peacocks.
