'Cowboy cop' who planted crack under couple's car seat to boost arrest quotas escapes jail after SOBBING in court.

A veteran NYPD detective framed an innocent couple by planting crack in their car during a search.

Arbeeny was convicted of ‘flaking,’ the practice of planting drugs on blameless people to reach their quota of felony collars and claim overtime, the New York Daily News reported.

He was found guilty of putting a twist of crack under a car seat in Yvelisse DeLeon and Juan Figueroa’s car during a January 2007 bust in Coney Island, New York.

The trial which ended in October 2011 left the judge shocked at the ‘cowboy culture‘ among narcotics enforcement officers.

Supreme Court Justice Gustin Reichbach was appalled at the force’s casual attitude to arresting innocents, on the assumption that the charges would probably be dismissed.

But Arbeeny who was facing up to four years behind bars, miraculously escaped jail yesterday, after bursting into tears in court.

The police detective of 14 years broke down whimpering to Brooklyn Supreme Court Justice Gustin Reichbach. that he felt ashamed and ;can’t look at myself in the mirror anymore,'

Begging shamelessly, the disgraced cop said 'Sir, I am begging you, please don't send me to jail.'

The victims, had asked Reichbach to send Arbeeny to jail.

Arbeeny was sentenced to five years’ probation and 300 hours of community service...

This dirty cop needed to be sent to jail, perhaps at least with a sentence of whatever his 'victims' would have served, if they had been found guilty. This 'community service' sentence is a joke!

The bible prescribes the death penalty for bearing false witness. This outrageous dirty cop should be hung by the neck until dead. If we can’t trust the LEO with all the power they are given, who can we trust? I wonder how he got caught. God bless the cop who turned him in.

'Community Service' for this sad sack o' sh*t will probably consist of counseling other cops on how to more convincingly plant drugs on innocent victims or in their vehicles.

I wonder how many innocent people he sent there? Maybe he's afraid of meeting some of them on more equal grounds (no badge to hide behind).

Usually the officers in the department suspect the cops who do this. He may not have made it out of jail alive. So be it. The innocent people were scared to death, too. Anonymous should take this officer on while he is on probation.

These are the same a-holes that arrest a person traveling through their crappy city for just owning a gun locked in a box.

How many people has he watched cry when he salted their cars with dope.

Every case he was ever involved in needs to be researched and those people set free. I bet that won’t happen.

My thoughts exactly! There are some dirty cops in Atlanta serving time for planting drugs in an elderly woman’s house that they planted after they busted down her door and shot her dead, covering up for their mistake. Their informer turned on them.

When one entrusted with this sort of public authority/responsibility, commits this kind of act, the 3 strikes rule should be applied and the maximum sentence the victims might have faced should be tripled.

Admittedly, I'm assuming that another cop had to have apprehended him. How could the victims defend themselves? Who would believe that a cop would do this?

This is an outrage for which I have no words. Crimes such as this should carry the highest penalty because they are so easy to do and ruin so many lives.

This is a shining example why having such stiff penalties for simple possession is dangerous. Anyone (not just cops) can hide evidence on your property that will give you decades in prison. For some drugs, it can be a package the size of a silver dollar.

They don't even have to spend that much. Under cutting laws, a package can be mostly baby powder but you will be charged for the full weight. In some states, having a certain quantity automatically adds a distribution/dealing charge.

I knew someone that had such a quantity of drugs planted on their property while engaged in a land dispute with their local government. It took several years and incredible legal fees to fight the charges. It was only dismissed because one of the cops that “found” the drugs was later caught on video planting drugs on someone else. Just like in this article, the cop was barely disciplined.

Why can't the drug warriors see that the WOD is a lie to take everyone’s freedom away? Anti-drug hysteria and ignorance is used to justify the erosion of so many God-given rights by playing on people's emotions. There have been no victories in this 40 year war but plenty of rights taken away.

LEGALIZE POSSESSION NOW!

The taking away of rights is the victory. That is what they are here to do. It seems a no-brainer that conservatives would oppose it but many don't.

The only appropriate sentence for “dirty cops” should be life in prison, or if violence is involved, then the death penalty. Corrupt pols should get the same treatment.

Instead, all the rest of the dirty cops in NYC have been assured that they will not get a jail term for their crimes.

NYC is so foul in so many ways, we should bulldoze the whole place.

This cop displays his arrested development. He probably learned early that when caught revert to tears. Mommy won’t spankums because you are crying. HOw many non-cops can cry and escape jail time? Or, those framed, who have two strikes, can they evade the third strike via tears? This is just more corruption.

If “the system” really worked, it would be “hitting the lottery” time for everyone he ever arrested on evidence, and the property tax in NYC would go up 20%.
