Obama Admin Finalizes Rules: $1 Abortions in ObamaCare
Life News ^ | 3/12/12 | Steven Ertelt

It’s official. The concern pro-life organizations had about the ObamaCare legislation funding abortions has been confirmed, as the Obama administration has issued the final rules on abortion funding governing the controversial health care law.

Nestled within the “individual mandate” in the Obamacare act — that portion of the Act requiring every American to purchase government — approved insurance or pay a penalty — is an “abortion premium mandate.” This mandate requires all persons enrolled in insurance plans that include elective abortion coverage to pay a separate premium from their own pockets to fund abortion. As a result, many pro-life Americans will have to decide between a plan that violates their consciences by funding abortion, or a plan that may not meet their health needs.

The Department of Health and Human Services has issued a final rule regarding establishment of the state health care exchanges required under the Patient Protection and Affordable Care Act.

As a knowledgeable pro-life source on Capitol Hill informed LifeNews, as authorized by Obamacare, “the final rule provides for taxpayer funding of insurance coverage that includes elective abortion” and the change to longstanding law prohibiting virtually all direct taxpayer funding of abortions (the Hyde Amendment) is accomplished through an accounting arrangement described in the Affordable Care Act and reiterated in the final rule issued today.

“To comply with the accounting requirement, plans will collect a $1 abortion surcharge from each premium payer,” the pro-life source informed LifeNews. “The enrollee will make two payments, $1 per month for abortion and another payment for the rest of the services covered. As described in the rule, the surcharge can only be disclosed to the enrollee at the time of enrollment. Furthermore, insurance plans may only advertise the total cost of the premiums without disclosing that enrollees will be charged a $1 per month fee to pay directly subsidize abortions.”

The pro-life advocate told LifeNews that the final HHS rule mentions, but does not address concerns about abortion coverage in “multi-state” plans administered by the Federal Government’s Office of Personal Management (OPM).

“There is nothing in the Affordable Care Act to prevent some OPM (government administered) plans from covering elective abortion, and questions remain about whether OPM multi-state plans will include elective abortion,” the pro-life source said. “If such plans do include abortion, there are concerns that the abortion coverage will even be offered in states that have prohibited abortion coverage in their state exchanges.”

The final rule indicates “Specific standards for multi-state plans will be described in future rulemaking published by OPM…”

Set to go into effect in 2014, the unconstitutional provisions found in Section 1303 of the Obamacare Act compel enrollees in certain health plans to pay a separate abortion premium from their own pocket, without the ability to decline abortion coverage based on religious or moral objection.

That provision was the subject of a legal document Bioethics Defense Fund’s Dorinda C. Bordlee, lead counsel for the group, submitted to the Supreme Court in February.

“This violates the Free Exercise Clause because religious exemptions are made for groups such as the Amish who morally object to purchasing any insurance, but no exemptions are made for Americans who have religious or moral objections to abortion,” Bordlee said.

“President Obama’s healthcare overhaul includes an ‘abortion premium mandate’ that blatantly violates the conscience rights and First Amendment religious rights of millions of Americans,” AUL president Charmaine Yoest said. “Nowhere in the Constitution does it require Americans to violate their beliefs and pay for abortions.”

ADF Senior Counsel Steven Aden says Americans should not be compelled to pay for other people’s elective abortions.

“No one should be forced to violate their conscience by paying for abortions, but that’s precisely what ObamaCare does,” he explained. “ObamaCare requires that employees enrolled in certain health plans pay a separate insurance premium specifically to pay for other people’s elective abortions and offers no opt-out for religious or moral reasons. Such a mandate cannot survive constitutional scrutiny.”

BDF president and general counsel Nikolas Nikas said the individual mandate not only forces individuals into private purchases, it also effectively mandates personal payments for surgical abortion coverage, without exemption for individual’s religious or moral objections.

He told LifeNews in an email, “Like a Russian nesting doll, the individual mandate has nestled within it a hidden, but equally unconstitutional scheme that effectively imposes an ‘abortion premium mandate’ that violates the free exercise rights of millions of Americans who have religious objections to abortion.”

One dollar. One measley, depreciated US dollar. One dollar for a human life. To snuff out the lives of over 40 million unborn souls is one thing; to continue the practice that will bring that total to tenfold that for $1 apiece is about as evil as I can imagine.

Also, this reminds me of how the Germans started out their “Final Solution” goal. At first, they tried things like bullets - too expensive per person so they lined them up front-to-back to get two or three per bullet.

Then, they tried putting them in sealed trucks with the exhausts piped into the cargo hold...that worked, but they had to drive around to kill everyone and that took GAS - too much.

Starvation - required too many guards, added CAPOs, but still required guards but not as many...then, finally Zyklon B, the efficient terminator.

In November 2008, this country elected the human equivalent of Zyklon B - Barack Hussein Obama.

If this isn’t overturned by the SCOTUS, America is finished. It will — I am completely serious — be time for God-fearing people to consider options like agitating for secession, or emigration to someplace like Chile or Costa Rica.

-—— This is no longer about conscience, this is about murdering as many babies as possible.-——

Of course. Nothing is beneath a guy who’s down for infanticide.

OTOH, he’s soooooo cool. When voting, you have to balance these things.

Come November 6th, the Good Lord willing, we will.

The pro-choice crowd will argue that "our tax dollars have to go to things we don't approve of like war" so, ergo, we who are pro-life should shut up and pay the tax as ordered.

In response, a thought just occurred to me though. Now I don't have the figures, but I doubt that the total deaths from all the skirmishes we've been in since the passage of Roe v. Wade in 1973 surpass the 40,000,000+ murders of innocents just in this country.

And Facebook is all filled up with the “Kony 2012” propoganda - a guy that hasn’t been seen in Uganda since 2006.

Why do many Americans care more about Africans than about other Americans?

In the unlikely event that this becomes effective law, everyone should pay their health insurance bill, but pay one dollar less per month. Put in the memo line: "child butchery payment witheld."

The media seems fairly successful at keeping folks from noticing what is happening with the economy.

Sebelius is a good example of what Obama stands for.

2/17/12 Because former attorney general Steve Six, the Sebelius appointee, destroyed the documents, a court dismissed all of the felony charges filed against Planned Parenthood because the evidence supporting those charges had been destroyed. Late Friday, Shawnee County District Attorney Chad Taylor said he will not file charges, according to the Associated Press. Under Sebelius, the Kansas Health and Education Department fought access by Kansas Attorney General Phill Kline to original copies of abortion reports needed to prosecute Planned Parenthood.

seems to me that every 'leader' of the party is a pro death advocate...it simply amazes me that so many country folks, who are 'blue dog' to the bone, cant or wont admit that the whole machine that they reflexively pull the lever for time and again, would ultimately euthanize em all once the gated walls are fully constructed...

everyday im more convinced that evil is kickin into overdrive...gonna be a long, sad ride...

I am in shock that Obama lied to us about this. Now I am wondering if he was really serious when he said that Obama-care wouldn't cover illegals :)

The Left’s talking points is that opposition to these future mandates is ‘ Republicans trying to Roll Back the Clock’ 40 years.

As always I wonder why Republicans are not pointing out the flaw in claiming opposing future mandates is rolling back the clock. Instead they just keep saying these specific mandate's are bad for some,.

Just like I questioned his ‘surcharge on the rich’ fully paying for FICA tax cuts. They didn't point out why that was not true either. They just kept repeating that tax cuts on the rich are bad over and over.

Five centuries ago in England, many were called to martyrdom for standing and bearing witness to the Truth of God

With Holder taking the role of Thomas Cromwell.

Of course we ALL knew this would happen. After all we have an Administration that believes there is NOTHING WRONG with abortion and we know Obama favors abortion AS THE BABY IS BEING BORN which is “Partial Birth Abortion”.

Please send this to EVERY Obama supporter you know and ask them how they can support Obama when he favors abortion of this miracle of God!

If you are the type of person who values life and thinks that this will finish America, you may easily be convinced that America already has been finished. I'm reminded in particular of this bolded part of the famous Churchill quote:

"we shall never surrender, and if, which I do not for a moment believe, this island or a large part of it were subjugated and starving, then our Empire beyond the seas, armed and guarded by the British Fleet, would carry on the struggle, until, in God's good time, the New World, with all its power and might, steps forth to the rescue and the liberation of the old."

Maybe an option for patriotic Americans is to build decent civilizations outside of America that can one day come to the rescue of an America under a tyrant.
