This order of ammo is not nefarious. DHS is not planning an all out assault on the public with 450 million rounds, I hate to burst your civil war2 bubble. This order of ammo is going to be used for the certification and training of federal law enforcement, which has been going on since the inception of federal law enforcement.
I can tell you as a member of DHS you have plenty to worry about from the organization I work for, but it aint a simple order of qual ammo.
You go out and buy all the guns and ammo you like with all of your friends and prep for the comming civil war2, in the end you’ll be sitting on a pile of guns and ammo with no freedom.
No one is going to postpone the elections.

It's far more alarming, to me at least, that there are so many serf morons around who now claimed to be "alarmed". The time for "alarm" is long past...Being "alarmed" too late is the clearest indicator that communism's final victory here in the U.S. has already become inevitable.
Where were all these newly "brave" alarmists a couple of decades ago when something effective might have been possible to stop this tyranny?

Under the Geneva Convention the military is required to use ‘Humane” Full Metal Jacket ammunition. Interesting that someone suggested this ammunition was for training. Sorry, this ammunition is intended to be a people stopper. Our military gets stuck with 9mm, and DHS is given the much more potent .40 SW with expandable ammunition. As Alice said, curiouser and curiouser!

DHS has three weapons training facilities, each of which expend about 20m rounds a year. The Federal Marshals service and the FBI have their own weapons training facilities. So just as a guesstimate, you are looking at around 100m rounds for training every year.
Based on the downright enormous training ammo consumption seen every year in the US military, a contract of just 450m rounds does not come across as that outrageous.
Who the hell has target practice with hollow points? No one.

I once got to see the US Army utterly squander $50m, based on a rumor that two congressmen were coming to visit. Instead, two Podunk state legislators drove up and said, “Whar’s the party?” (that’s a quote.) They looked like used car salesmen.
DHS probably brags of the “cost savings”, because they *could* have had the bullets plated with silver and demanded micro-stamping firing pins.

The company does make some bullets similar to Gold Dot, a quality bullet. There are “worse” ones. You know, like the ‘cop killers’.

If someone can’t understand something, they tend to get angry and\or fearful of it.
