The minute he assaulted the driver, all the passengers should have beat him down and tossed him in the street with his shirt pulled over his head, while the driver sped off. Victims will evolve to not even calling the police, they will simply take the matter into their own hands, and the law of vendetta will prevail, just like it does in places like Yemen and Somalia.
