If there are 100 jobs, and one job gets eliminated and one person is unemployed, then the unemployment rate is temporarily at 1% until that one person who had been employed stops looking for work. Then, the unemployment rate becomes 0%.
But, suppose that there are 100 jobs, and one job was eliminated, but before, those hundred jobs were part of a greater figure of 1000 jobs, and 900 jobs were eliminated, costing 900 people their jobs, and they finally quit looking for work. The true unemployment figure is 901 people who are unemployed, and not the "temporary" figure of one person who just recently became unemployed. The true unemployment figure would be over 90%.
