This is a variation of the false wittiness scheme that has been going on for quite a while.
This latest version is particularly nasty unless the cops are smart enough to be ahead of the perp.
It boils down to who is smarter, the perp or the cops.

Easy fix to all this:
Pass a law that makes spoofing a phone number and bringing emergency personnel to an unsuspecting house a FELONY, and the bureauKaRATZ will fall all over themselves to find the perp and claim the glory.
Right now, there is no “reward” for a bureauKaRAT to do such a thing.
Like any good dog, when they know they get a bone for good behaviour, bureauKaRATZ are quite predictable.
