Bill to strike 'mentally retarded' from US code By Elise Viebeck - 06/13/12 05:00 PM ET
Bipartisan legislation introduced Wednesday would strike the term "mentally retarded" from the section of the U.S. Code that governs major federal entitlements.
The bill from Sens. John Kerry (D-Mass.) and Chuck Grassley (R-Iowa) would also expand the mental health services available to young people on Medicaid.
"This legislation would give families trying their best to help their children live with mental illness more options for alternative care in small settings," Kerry said in a statement.
The portion of the bill striking "mentally retarded" would apply to the Social Security Act, which includes Medicare, Medicaid, Social Security and the State Children's Health Insurance Program.
Grassley emphasized that the new care option under Medicaid would mean better access to home- or community-based treatments for many young people with mental health needs providing an alternative to institutional care.
"The federal government should give states incentives to use community-based settings for children with intensive mental health needs," Grassley said.
"This bipartisan legislation will give states the tools they need to provide care through smaller settings."
The Senate recently approved a bill striking the word "lunatic" from everywhere that it appears in the federal code.
That bill, introduced by Sens. Kent Conrad (D-N.D.) and Mike Crapo (R-Idaho), was praised by health groups.
A release for the Grassley-Kerry bill said the measure has been endorsed by more than 35 advocacy groups.
Ah, yes. Mentally retarded needs to be glossed over to perhaps mentally challenged, or perhaps, differently abled, or _________________ (fill in the blank).
People are out of work, the senate has failed to pass a budget for 3½ years, and these fools are worried about verbiage.

Pres__ent Obozo, through executive order, removed use of Mental Retardation within Special Education nominclature. Instead, schools are to use the term, “Intellectual Disability” or “ID” when dealing with children who are MENTALLY RETARDED! The legislature in CA is proposing a CA change to ID.

They have time to fiddle and diddle around with whackiness like this now that they have the economy straightened out, government spending under control, eliminated deficit spending, paid off the national debt, won the war on militant Islam, eliminated fraudulent voting, saved Social Security, sealed the Mexican border and have deported 20 million llegals, putting Americans in the vacant jobs and solving the unemployment problem.
This is fairly...stupid. Retardation is not mental illness. In most cases it is congenital, with the exception of those who develop retardation due to illness or trauma.
It is regarded as a permanent condition that can only modestly be mitigated with education. It requires no treatment or palliative care, and neither gets worse nor gets better.
A person who is retarded needs maintenance, not therapy, psychiatry or chemical neural adjustment. If they do need these things, it is separate and apart from their retardation.
Previously, retardation was defined as being of four classes. “Moron” was once applied to people with an IQ of 51-70; “Imbecile” (IQ of 26-50); and “Idiot” (IQ of 0-25).
For all intents and purposes, this is still a functional scale, except it operates parallel to the autism spectrum, as autism is essentially different in character to retardation.
I don’t think this is the first bill for this.
