The law enforcement, medical, judicial and penal systems in the State of Pennsylvania need to be criminally indicted for
- conspiring and condoning egregious sub-human physical torture;
- denial of acceptable and reasonable medical treatment after arrest;
- denial of acceptable and reasonable medical treatment after imprisonment;
- denial of competent and reasonable legal defense;
- denial of exculpable evidence withheld by State Police during trial: and last but not the least
- the present day false imprisonment of a law abiding citizen who by happenstance was in the wrong place at the wrong time - beaten nearly to death three times thereafter.

Robert Leone slowed his car believing the police would proceed around him, as he was not violating the speed limit. It was only when he became aware that a number of police vehicles were behind him that he stopped. Without any resistance on his part, he was beaten within an inch off his life.
The medical record attest to his near death condition, but he was released back into the custody of those doing their best to kill him before his vital signs stabilized.
Bear in mind, police records admit he was again beaten to a pulp without resistance with batons, while lying on his stomach on a gurney in the ER

There are two sides to every story, but if you watch the video, they did obviously abuse their authority and his rights. These cases need externally and independently investigated.
The police role is to protect and serve, not punish those they apprehend? We are on a slippery slope if we ever permit this. This was not about a real crime or even a minor traffic offense.
PA taxpayers are required to pay the PSP 20 year and out early retirements with a generous 50% pension. The huge settlement that will inevitably come from this will be paid for by taxpayers when it should come from the pockets of the police union. http://www.portal.state.pa.us/portal/server.pt?open=514&objID=594393&mode=2
Is there any reason cops should not be tested for steroids and drugs, because they cause anger and behavior issues?
