Saudi Arabia = 9.89 million barrels a day in June
OPEC = 31.36 million barrels a day in June

its looks like OPEC is cutting production and I see Oil is up about 2.50 today

When you count all petroleum liquid production including Natural Gas Liquids, Refinery gains, etc, we are about 10 million barrels per day.

if we had a strong pro-american state department we would be getting iraqi oil for $40 a barrel until 2100 to pay for our war to “liberate” iraq. and the iraqi goverbment would pay a stipend for every allied soldier killed or wounded.
Most of the new production comes from private investment from companies like Exxonmobil. If what you suggested had been required, there would have been no new production.
