Had MOST people found a dead raccoon, even one hanging from a noose on their porch, a knife to cut it down and a large plastic garbage bag to get rid of it would have been enough.

I respectfully disagree. I would call the cops - not because I felt that my civil rights were violated, but because I would suspect that anyone who commit such an act wasn't playing with a full deck. To bring in the Feds, though, defies credulity.

Gives you an idea as to how bloated our government has become; I’m glad at least at the municipal and state level here in NJ our workforce is contracting (there is no money left to pay them, whether investigating dead raccoons or real murders).
