I'm not sure how the gunman's thoughts make this "more tragic". Whether he killed these folks because thought they were muslims, tripped-out and imagined they were giant lizards, or because he hated their head gear - those folks are still the same amount dead and the same amount detached from their loved ones.
Any death, other than from old-age, is "tragic", whether from suicide, drug overdose, IED, a drunk driver, or nuts flying planes into buildings. The only way a person's "thoughts" should enter into a crime is whether it was intentional or not.
But the tragedy ended only when someone with a gun showed up - that was the only way to stop this killer. What's tragic is that someone with a firearm didn't show up sooner.
