Here Are The 47% Of The Population Who Don't Pay Federal Income Tax (See Chart)

Mitt Romney's latest campaign setback is a leaked video that shows him slagging the 47 percent of the population who, he says, will always vote for Barack Obama, because they want everything for free from the government.

The 47 percent number presumably refers to the percent of the population who don't pay Federal Income Taxes, which of course is just one kind of tax.

From the Tax Policy Center, these three pie charts show who those people are.

Kevin Roose at NYMag puts the data into words:

But back to the 47 percent. There are two primary ways to pay no (or negative) federal income taxes. The first is to be poor, and the second is to be elderly. In 2011, of the 18.1 percent of American households who paid no federal tax (meaning, no federal income or payroll tax), more than half were elderly, and most of the other half were non-elderly people making below $20,000 a year. The other sliver, roughly one in 20 non-payers, were people who made more than $20,000 in household income.

The reason being poor helps is because, with a combination of tax credits (like the earned income credit and the child credit) and deductions, many people earning under $20,000 a year can zero out their overall rate. The primary reason being elderly helps is that Social Security benefits aren't taxed as income, so if all (or most) of your income comes from your monthly Social Security check, your taxable income is marginal or non-existent.

So there you have it. The poor and elderly.

Actually if you look at your federal tax forms you will find that a whole lot of recipients of government largesse are also federal taxpayers. They just know how to tap all of those government programs but then pay their federal taxes on them.

In my area we have many families making over $50,000/yr that then collect foodstamps and Medicaid but pay federal income taxes on it all.

While others working for $20,000/yr are not on foodstamps or Medicaid and don't pay federal income taxes.

So which of these two is "on the dole"???

Which is part of the 47%???

Which of those two do you think are going to vote for conservatives this year and have been for years???

I am single & on Soc Sec.

I have to have income of over about $25,000 a year to have to even file a return.

I have been on SS for over 10 years.

I don’t make even 1/2 of that $25,000 thresh hold on SS, therefore, I don’t have to file a return. I live on just under $1100,00 a month SS & this is the first year we got an increase in that!!! Went for 3 years with frozen amount just over $1000.

Telling me to pay tax on money I have been ‘depositing’ into SS for over 57 years and hearing threats every week that my ss may/will/has to be cut because of reckless spending on other social programs like Midnight Basketball makes me livid.

If I had put the same $$ into almost any other kind of ‘investment’—except GM stock (!), I am pretty sure I woulde be getting back more than I am now.

Some people make much more on SS- especially with 2 persons retired—and therefore slide over the threshhold and have to file a return & pay something.

OTOH, I think that if you are retired & have saved to own some rental properties, you should ONLY have to pay & report income on those activities.

IF I had set money aside in a jar—the government would not even know that I had that $$$ & would not be looking at SS records & figuring out how to tax me some more.

I was single almost all of my life—only married for a total of 5 years.

I always knew that between Fed & state taxes, I had to ‘earn $3 to bring home $2’. That mantra was pretty solid all my life. But when I started working, gas was 36 cents a gallon & a NEW car was under $3000.

I bought a used car in 1981 that was 2 years old & I am still driving it. The thought of even looking at a ‘new car’ doesn’t even occur to me. They are junk, I like my old station wagon.

47%....a number..discussed and debated. There are those that know how to game the system by working at good paying jobs while also maximizing the ‘system’ benefits. They’ll always be there. They are few because it takes some intelligence to do this - also some work is involved.

It still boils down to massive illegal alien infestation that rapes our wealth, Democrat constituent leeching, and massive income redistribution to people who don’t deserve it.

110 million people receiving government checks, 25% of all SS payments are for SSDI and SSI (on their website). Massive EITC (FIFTY Billion!), massive TANF, SNAP, Section 8, AFDC, Utilty assistance, Obama Phones, and all the other government Obama giveaways......

We have reached the tipping point, and it isn’t because ‘some’ of the leeches happen to have a job.

Clinton was smart and evil enough to have his wife organize a team to marginalize his bimbos during the campaign so this didnt happen to him. Cain didnt have anything like that.

And more-so Hillary defended him in public. To the contrary Mrs Cain responded in public “I had no idea this was going on” regarding him paying that one bimbo for being 'his friend' . That last one was the end for Cain as she had proof. Rove didnt tell Mrs Cain to say that.

Even if my Dad was paying some single woman and didnt tell my Mom about it until she came out and said they were lovers I would have been suspicous too. anybody, even the preacher.

I used to be a payroll supervisor.

I processed many W-4 forms that showed a young male declaring that he had 9 exemptions-—declaring that he had 9 dependents.

At the pay he would be making, he would not pay a dime in state or Fed INCOME taxes, only Fica/Medicare/SDI deductions.

Many of these persons were most likely illegal invaders to this country, as they were farm workers & this was 1977—when we didn’t seem to think about illegals very much.

I don’t know if they stayed here long enough to even file an income tax return, but I often got a “NON-MATCH’ report from SS Admin 18 months later that stated that ‘Jose Garcia’s name didn’t match his reported Social Security number. ‘Jose” was long gone. They had been trained to NOT stay at a ranch or farm longer than about 8 months.

Identity theft was busy, even then.

Today, the illegals & those who actually do have papers to be here are not paying any deductions in income taxes & they have learned that they can file an income tax return & actually get the ‘Earned Income Credit!!!

This has been challenged at the IRS level by a number of Congress persons, only to find out that there is NO LAW preventing ILLEGALS from getting the cash refund payout.

There have been other threads here on FR in the past, showing how many millions of dollars have flowed into the pockets of these person using such tactics. That money is NOT taxable, either.

It’s actually simple. You pay no taxes, you don’t vote. Those not paying into the system should have NO input as to how the funds are used.

One guy got arrested in Florida & tried to pay his bail with his EBT card!!! Judge said NO!

Well there goes your and Romney's false narrative about the 47%. And it is not just a few -- far from it.

It still boils down to massive illegal alien infestation that rapes our wealth, Democrat constituent leeching, and massive income redistribution to people who don’t deserve it.

The problem is to distinguish those who do deserve it from those who don't. To make the paying of federal income taxes the dividing line is an incorrect reflection of being "on the dole".

Is poster # 104 one of those you categorize as on the dole???

Yes, the ladies...

I don’t like our guys being held to a different standard by the media, but if I’m going to trash Clinton for his ghastly relationships with women, I can’t look the other way when our guy does something off color.

I will say that I would have liked to have seen Cain provide his side of the story a bit more before bolting. It makes it look like he knew that was more going to be outed. Not good.

So to be clear...

47% pay NO income tax. Some of those pay social security tax.

And 53% pay BOTH income tax AND social security tax!!

That means the 53% are contributing even more to carry the others!

Andrew Wilkow always says that the day is going to come when we are going to be expected to bow down and grovel to the entitlement class. Looks like we are at that point.

We have to work 6 months a year or more to provide for THESE LOOTERS and NOW WE ARE NOT EVEN ALLOWED TO MAKE NOTE OF IT.

I may get blasted (nothing new :-)), but I know we are the party of lowered taxes, but we are not the party of no taxes. I think everyone should pay SOMETHING even if 5 bucks. It is sickening to me that 47 percent of the population are muchers.

I kinda agree with you; what we really ought to do is a flat-rate income tax, no exceptions, exemptions, rebates, credits or other adjustment, and no withholdings.
Heck at 10% things would be orders of magnitude simpler for people; and I'd be willing to bet money that the government would actually make more money than they do with this progressive-rate income tax.
