The Obama administration has released details of a plan to infuse another $300 million into West Bank and Gaza construction projects, spending it deems critical toward attaining the “success of a future Palestinian state.”
Despite combined U.S. and international donor-community efforts, a significant portion of the public infrastructure currently under Palestinian Authority control remains in need of expansion or repair, according to the U.S. Agency for International Development, the USAID.
Obama, through USAID, is stepping in to meet the need as a successful Palestinian state “depends upon an infrastructure system capable of providing basic services to a growing population,” the agency said in a Statement of Work released Sept. 24.

Joel 2 (and with more detail in chapter 3) the nations of this world will be required to pay a recompense as God resolves all debts under the Law. This is his physical return as the avenger of blood, coming with power and authority per Isaiah Chapter 63. God is (i would conjecture) using the strict requirements of the Jubilee process to reclaim the Earth. I believe its the same pattern that Jesus came the first time with in Isaiah Chapter 61.
God has punished and has now returned Israel to the land under his law for the transgression. As it says in Ezekiel Chapter 37, they have no spirit (yet) and therefore cannot see what he has done for them. Then at some point after the restoration of Jerusalem (Joel Chapter 3) Israel will find themselves placed in some precarious position and will make the agreement with the world instead of trusting in God,
