The only solution would be to move to a location in the suburbs but probably that is not feasible or the owner would have done so already.
Maybe if it was open only 5 a.m. to 10 a.m. each day he could get paying customers during the morning rush hour...the crowd that infests the place now wouldn't be up that early.
