Almost nine out of 10 Scottish households take more from the public purse than they contribute in taxes thanks to a rotten system of state patronage, the Tory party conference will hear on Monday.
Ruth Davidson, the Scottish Conservative leader, is to highlight official figures showing that only 283,080 households north of the border 12 per cent of the total pay more in tax than they receive in public services.
She will tell delegates that, because the public sector is seen as the key provider of everything from housing to employment, state spending now accounts for more than half Scotlands wealth.
She will blame Alex Salmond, the SNP First Minister, and his Labour predecessors for nurturing a corrosive sense of entitlement among voters that has prevented her party making a comeback in Scotland.
Miss Davidson will argue this Left-wing stranglehold suits Labour and the SNP but has made it difficult for the Tories as so many voters are reliant on the public sector for their household income.
But the Nationalists described it as her Mitt Romney moment, in a reference to the Republican presidential candidates comments that 47 per cent of Americans pay no income tax and are dependent on the state.
According to the most recent figures, Scotland contributed 9.6 per cent of Britains tax take and accounted for 9.3 per cent of public spending.
Her strongly worded attack on state patronage follows David Camerons warning. But Miss Davidson will tell the conference that Scotlands staggering and frightening reliance on the public sector must be taken into account.

This is one issue where conservatives around the world need to take a deep breath, tell the truth and then don’t back down. Middle class people don’t like hearing that they are sponging off the public teat too. But the only want to stop the death spiral of the Welfare State is to cut off middle class entitlements (along with a lot of lower class entitlements).

There are only 15 Conservatives and there are 106 left wing parliamentarians: 67 Scottish National Party, 37 Labour, 2 Green.
Currently, the government of Scotland intends to hold an independence referendum in 2014.
If Scotland declares independence, it will immediately become one of the developed world's poorest countries and most indebted countries, with one of the highest rates of unemployment, of welfare dependency, of drug dependency and of illegitimacy.
It will also be 98% white and 96% British.
They better hope that ten or twenty million Englishmen don’t register to vote as Tam O’Shanter MacTavish in the referendum, vote for independence.
Scots were once renown as the most industrious and educated people in the world. They’ve come a long way under socialism.
When I become President, I’ll offer immigration and immediate citizenship to the other 10%.

Thats what really pisses me off about the Scottish electorate at the moment. The fact that most of them have been willing to vote for a pro-independence party, but apparently not willing to vote for actual independence.
It tells me that the Scots do not really believe in the Union, except as a meal ticket. I know there are Scots like thescotsman etc here on FR who are genuine British patriots, but they are very much in the minority, and most ‘pro-union’ Scots consider themselves British only as a matter of convenience. Do I really want these fairweather brits and leeches as my compatriots?

The Labour Party in Scotland will publicly campaign with the SNP but will, through backchannels, move heaven and earth to suppress the independence vote.
And all they have to do is point out that independnece means fewer checks.

The problem is, it would not permit Scottish Labour to send MPs to the Parliament in London - so even that soft version may wind up a no go.
