Well we've had SACOG (Sacramento Area Council Of Governments) and ABAG (Association of Bay Area Governments) and a few others around here since the early 1970's!!!

I got my county board of Supervisors to appoint me to serve as their rep on SACOG. I wanted it so I could reign in all the crappola my predecessor on our board had commited our county to.

This regionalism thing all started with FDR who not only attempted to "stack" the SCOTUS, he started this illegitimate idea to over-ride all legitimate local governments under his brand of "federalism."

Lobbyists love this as then they don't have to travel around to each local government board/council and lobby each member to get a majority for their pet project. Imagine them having to travel around to all 58 counties to get something enacted statewide in CA instead of only one stop in Sacramento.

Washington D.C. and Sacramento are the world's two most powerful cities. I can prove it to you by simply sending you to the Secretary of State website to scroll through the long list of registered lobbyists. Of course you multiply that number by at least 1.5 to get the number in D.C.

The Regional Integrated Water Management Planning boards are another set of regional governments. (Prop 50 & 84 water bonds) Our seven (mostly coastal county) one started with a statement that it was to support local autonomy and encourage cooperation; enhance public health and economic vitality in disadvantaged communities; restore salmon populations and enhance beneficial uses of water. Then energy independence/ emissions reductions/ climate change adaptation got added to the goals.

The DWR then added 30 Indian tribes with special representation. Now planning grants include “synchronized land use planning,” assessment of Green House Gas (GHG) emissions and carbon sequestration offset potential, energy conservation, and renewable energy. This work will result in a regional plan for energy independence, climate change mitigation/ adaptation and the development of model policies and plans to meet the requirements of CA AB 32 and SB 375. It will also include development of a regional “greenprint” to protect and enhance long-term functionality of natural ecosystems and “ecosystem services.”

Our County Board of Supervisors responded by exempting itself - specifically indicating that it would retain its independent sovereignty and jurisdiction over land use policies and General Planning. It indicated that it had no wish whatsoever to participate in regional planning or harmonization regarding climate change, habitat assessment and “protection of priority conservation areas, “model ordinances” or modular planning elements, “Regional Greenprints,” or the valuation of “ecosystem services.”

The regional pincers are in play all over to usurp locally elected government with unappointed Boards. In this case, they will use the Indian tribes and their claims over “aboriginal territory” to approve regional assessment, planning and implementation projects within County jurisdiction with or without County Board approval.

Agenda 21 is alive and very active in CA.

Your county, Sac and others were going for an annual 8+%/year property tax before we cut them off with prop 13.

The 10 Federal Reserve Zones. I first ran into "regionalizing" the states out of influence in the very early 1980's, from Col. Archibald Roberts Committee to Restore the Constitution, and Robert White's "The Duck Book."

I did a search on “regionalizing” the states and found these crazy maps. Somehow, I don’t think I found the serious threat that represents the plan Obama et al would love to use to control us.

Dave, the treaty means nothing if Americans independently vote pieces of it into law, as CA voters are poised to do. These "direct democracy" ballot propositions are a public IQ test -- and the people are flunking badly!

They're voting themselves right back into serfdom because they hear politically correct words like "sustainable" and don't bother to learn what the fine print really means. The media, which should be leading the fight against this travesty, have been corrupted beyond salvation. They are now the enemies of freedom for the most part.

They have been federaly regionalized:

This is supported by Landscape Conservation Cooperatives – “a network of public-private partnerships that provide shared science to ensure the sustainability of America’s land, water, wildlife and cultural resources.” and Climate Science Centers.
