Sorry, it is a nutty statement.
I don’t believe G-d curses anyone. G-d loves everyone, even the sinner. G-d does not want the sinner to sin, but it is by the sinners sin that the sinner suffers, not because G-d curses them.
I think people sometimes curse themselves.
And, while we may all suffer from the erors of others (from those who have “cursed themselves”), I do not believe G-d brings collective suffering on the innocent and the guilty; though neither does he prevent every suffering we obtain from the sin or error of others. That’s O.K., if we suffer or not, we know we are His by His grace.
Hey Wuli — I was just reading a quote that since G-d is omnipotent, omnipresent and omniscient that hell is a complete absence of His attributes above. It is the one place where He does not dwell by choice and so those who reject Him utterly choose to live in a place where He is not. Pity the fools who reject the Almighty One, blessed be His holy name.

Yes, "God is love" - He does love everyone and wants all to be saved through His Son, but He hates sin because, in His holiness, He cannot tolerate sin. He will reward those who turn their lives over to His Son with eternal life with Him, but He will send those who do not turn their lives over to His Son into eternal punishment.

De 11:28 And a curse, if ye will not obey the commandments of the LORD your God, but turn aside out of the way which I command you this day, to go after other gods, which ye have not known.(The Jews fell afoul of this curse and God allowed them to be taken to Babylon. See 2 Kings.
De 21:23* His body shall not remain all night upon the tree, but thou shalt in any wise bury him that day; (for he that is hanged is accursed of God;) that thy land be not defiled, which the LORD thy God giveth thee for an inheritance.(Jesus was hung from a tree and became a curse. The Bible is clear, God curses.
