Health-Care Law Spurs a Shift to Part-Time Workers

Some low-wage employers are moving toward hiring part-time workers instead of full-time ones to mitigate the health-care overhaul's requirement that large companies provide health insurance for full-time workers or pay a fee.

Several restaurants, hotels and retailers have started or are preparing to limit schedules of hourly workers to below 30 hours a week. That is the threshold at which large employers in 2014 would have to offer workers a minimum level of insurance or pay a penalty starting at $2,000 for each worker.

Pillar Hotels & Resorts this summer began to focus more on hiring part-time workers among its 5,500 employees, said Chief Executive Chris Russell. The company has 210 franchise hotels, under the Sheraton, Fairfield Inns, Hampton Inns and Holiday Inns brands.

"The tendency is to say, 'Let me fill this position with a 40-hour-a-week employee.' "Mr. Russell said. "I think we have to think differently."

Pillar offers health insurance to employees who work 32 hours a week or more, but only half take it, and Mr. Russell wants to limit his exposure to rising health-care costs. He said he planned to pursue new segments of the population, such as senior citizens, to find workers willing to accept part-time employment.

CKE Restaurants Inc., parent of the Carl's Jr. and Hardee's burger chains, began two months ago to hire part-time workers to replace full-time employees who left, said Andy Puzder, CEO of the Carpinteria, Calif., company. CKE, which is owned by private-equity firm Apollo Management LP, offers limited-benefit plans to all restaurant employees, but the federal government won't allow those policies to be sold starting in 2014 because of low caps on payouts.

I was traveling last week and overheard two men talking at the Atlanta airport. One was saying he has a business that employees 18 people and he has already told them that as of March they would all be fired and would become “1099s”. Said he loves his employees but has no more margin for expenses. Is this what Obama really wanted? Is this what idiot Americans really wanted? My frustration is getting the best of me.

I used to think obama simply didn’t understand the implications of his policies, but no longer. It’s impossible for him not to understand them. His actions are deliberate - obamacare no matter what the consequences, because if people need help because of bad capitalists who won’t pay them, the more government for them. He really wants a centralized economy, there care be no other conclusion.

This means that the standard will be that the individual needs two twenty-hour jobs. And then HHS will redefine full-time work as anything over eight hours a week, which will require that the individual needs to find five part-time jobs a week!!

Two things jump out at me as I read through this:

1. Not only are employees going to be limited to 30 hours a week, but they themselves will now have to take on the cost of either getting their own insurance (on a work schedule that's only 25% less than that of a full-time job) or paying the $2,000 fine themselves.

2. This comment really caught my eye: He said he planned to pursue new segments of the population, such as senior citizens, to find workers willing to accept part-time employment. Taking this one step further, what he's also saying is that a prospective employee who can demonstrate that he/she is already insured under another form of coverage (spouse's insurance, Medicare for older folks, etc.) will be a highly-prized commodity in the labor market once ObamaCare is fully implemented.

The unforeseen consequences of this kind of nonsense are going to be unbelievable.

I don't think Obama does understand his policies. Obamacare was written by the insurance industry when it was drafted as a House bill back in 2009. None of the members of Congress who voted for it even read it.

Anything more complicated than the sports pages of USA Today is like molecular physics to most people in Washington.

The reality of the matter is that it’ll take $15-$20 a hour to pay part time employees more that their takehome on the dole. Been dealing with this for years. Many won’t work part time because it nets them less than food assistance, housing assistance, etc nets them weekly.

This is the reality of our economy. Unless you’re at the top of your profession it doesn’t pay for many to work. And you can forget about them working their way from the bottom up.

That's why so many employers are thrilled to hire immigrants -- legal and illegal -- from Mexico and other Latin American countries.

This country could address an awful lot of its issues -- from unemployment to illegal immigration -- simply by stopping this idiocy of paying able-bodied Americans not to work.

Agreed. They want this to happen then all the part time or laid off people will HAVE to use Obamacare to get healthcare.

This was all about the socialists creating more slaves to keep them in power.

Don’t be surprised if the employment statistics look pretty good for the next few months. We are seeing a lot of job losses, but some of those will be replaced 2-1 with two part timers. This will cause a drop in unemployment. However, it is not a real improvement in the economy.
