Just because the putative “owner” is a brother-in-law, or cousin, of a known mob figure, doesn’t suggest the mob isn’t in actual control.
Don’t be confused, the Chicago mob, supplanted the local Mafia, decades ago.

It goes back farther than that. Butch O’Hare, a genuine war hero, for whom the airport was named, was the son of a man who was Al Capone’s lawyer. Betcha’ didn’t know that.
