An official government report released Friday admits that the Pigford “Black Farmers” Settlement was designed with no mechanism for objectively determining fraud but hid that shocking conclusion under pages of bureaucratic doublespeak.
“Burying the lede” is a journalistic term used to describe the act of hiding essential information by putting non-essentials in front of it. On December 7, 2012, the United States Government Accountability Office released report number GAO-13-69R, also known as "Civil Rights: Additional Actions in Pigford II Claims Process Could Reduce Risk of Improper Determinations."
Just based on the title, you can already tell the report is needlessly wordy. This helps bury what should be the bigger story—that the Pigford settlement isn’t the mere victim of a few fraudsters but was, in fact, set up to make fraud not just rampant but also totally undetectable.
Breitbart News has been reporting for years now that the Pigford settlement allowed people to collect $50,000 just for claiming that they "attempted to farm" and that no other proof was needed. As a result, many claim that billions of dollars in fraudulent “attempted to farm” claims were paid out by the federal government. The new GAO report actually confirms what the late Andrew Breitbart pointed out time and again: the Pigford settlement is a massive swindle on the U.S. taxpayer, and it was designed that way from the start.

A government agency lies, cheats and defrauds and nobody bothers to put the criminals in jail? I’m shocked!! Tell me this doesn’t involve money for minorities.
Yeah, things like this make me want to see how much government aid I can claim to get so I can help drive us over the cliff while we still have the 2nd amendment to rebuild after the fall.

There were attorneys at the Dept. of Justice (the good guys), who were totally shocked at how the Pigford case was handled. It allowed so much fraud that the black farmers who were the real victims of govt discrimination became victims again of the same govt.
This case, like that of the Indian case known as “Cobell”, allowed anyone to make a claim that they were a “farmer” or an “Indian” (with enough blood to be accepted by a recognized tribe), without presenting much verifiable documentation.
It has cost the taxpayers hundreds of millions of dollars in fraudulent claims, and few in the govt gave a damn. Those who spoke out against this sloppiness and fraud were harassed, some out of their jobs, and it is getting worse under Holder and Obama.
Reports came out that some black people who owned land but never farmed it, were recruited to put in claims in the Pigford case. If they won compensation, they were to split it with the attorneys/groups who helped them file.
In many cases, no one checked whether the land had ever been farmed. This is called FRAUD and it was rampant. The same for the Cobell case in which the judge/master threw out a lot of “Indian blood” registrations and claims by tribes that didn’t exist except on a piece of paper.
If you were on the inside, you knew how corrupt these cases were. There are other cases, in the hundreds of millions of dollars or billions of dollars, where government indifference is costing the taxpayers through the nose, and the govt knows it.
Can’t say much beyond this but you get my drift.
I wouldn't be surprised if the only fraud they could detect was fraudulent racial claims.

I figured that Pigford was simply reparations. Those who supported it didn’t want to use the word. Anyone can claim discrimination but doesn’t have to prove it. Kinda like other areas of the Gov’t now.
How many claims were paid out?
reparations is just another form of REDISTRIBUTION, American tax payers paying the so called disenfranchised over the centuries and now and forever.

The worst thing is that (black, brown, or any color or background other than white) requires a special dose of POLITICAL CORRECTNESS to appease these groups so that they will continue voting for the party that has the potential for even more “goodies” to be doled out to them.
How else do you pay reparations without an uproar?
