The first time I visited my b-i-l in Florida, I noticed that he had grape fruit trees in his yard and a lot of fruit lying on the ground, I asked him why he wasn’t harvesting the fruit and he told me that it was a gigantic pain in the ass to tend the trees and gather the fruit and the trees were a nuisance.
I sort of understand his attitude. I like grape fruit ok and might eat two per year, also I have two walnut trees on my property and I understand about nuisance trees.
Its all about control.
North Koreans are eating grass and tree bark in their utopia.
(because it has more fiber than cake?)
And what gives you the right to determine what someone else’s personal property can look like?
Tyranny doesn’t just come from Democrat politicians, it comes from busy-bodies who can’t mind their own business.
The more our government becomes a nanny-state, the more regular people become busy-bodies wanting to tell others how to live.
People give up their freedoms way too easy. This couple should be applauded for standing up for individual property rights, regardless of the fine. They are patriots, IMO.

My theory is simply do what you want with your property as long as it does no harm (And when I say "Harm" I mean actually physical harm not some panty waist emotional distress B.S.) to any of your neighbors.
A garden in someone's front yard is not affecting me in any way except maybe my gardening neighbor might share some of his home grown goodies with me. I call that "Win-Win"...

Never understood the fascination of having neighbors so close you can’t take “your dog for a walk” (as my late grandfather used to say) without someone seeing you. The more people you have around the more rules you end up with..screw that.
Where I live, the HOA just dissolved. 3 of the previous 6 BODs had been recalled for trying to make up new rules that the owners didn’t want. We finally voted on releasing the properties from the CC&Rs, and it was 85% in favor of release!
Since our CC&Rs allowed the properties to be released by a simple majority vote, it is over. However, county ordinances remain. I gather some HOAs, however, require a 100% vote to disband.
My daughter lives where there is an HOA, and she likes it. The houses are all about 10-20 feet from each other, and the development has private roads maintained by the HOA. HOAs make sense in some places, but not where I live.
Yikes! Just out of curiosity, what state does your Mom live in and is this in a retirement community?
Like your mother, we live in a gated community with stringent rules. Knowing the rules, we chose to live here and by that choice, we are obligated to adhere to the rules. We are free to move elsewhere if we choose also.
The town I live in has a right to farm by-law. I can raise and grow anything I want to (except big cats, etc).
Ya know, in 19th century America, there were "used food" stores, um, businesses.
I came across concept in an old book on how the good ol' days weren't so good. Must have been written during the depression to appeal to the positive.
The only "product" I remember is bones for soup. I probably put the rest out of my mind.
I was wondering “What’s a neighbor”.
Eat grass, citizen. And be thankful we allow that.

Not real sure what a neighbor is, but I do not think you can sell them because I never saw a sign.
But I think you can sell yards because I once saw a sign that said “Yard Sale”.
These hippie dippie granola types (watch the video) have all the libspeak down. I swear the wife looked like she had more than her share of “homegrown”, if you know what I mean. They are finding out that “the man” they are fighting is their fellow Agenda 21 libs, and I am not sure they are even aware of that irony.
I had heard about some of those big city yo yo’s were paying big bucks for grass just so they can smoke it, but I didn't know people were actually putting up signs to sell their yards to the idiots.
