As long as the boy is celibate, as should be all scouts and especially Eagles, it is less of a problem than it appears When and if he starts having sex outside the holy bonds of marriage, whether whether with a male or female, then action can and should be taken.

Well, the piece says that he announced his paraphilia in the fall. Unless he has plans of acting on his urges, why announce his disorder to the world?
This poorly written article doesn’t tell us ANYthing about this mysterious “Review Board”. Is it a government entity? A scout sponsored committee? All we know is that they are at odds with the rules of Scouting and that they have four members. Do they even have a name?!

I also think the issue of non celibate scouts (and the public at large) needs to be addressed. Sexual activity outside of marriage is too accepted in our world today. There is no sense of shame anymore.
Try to imagine just a few years ago, if a homo were to emerge in Scouting. Your first thought, of course, is why would any parent not want their boy sharing close quarters with a male sexual pervert obsessed with another boy. The answer is, the parents would be outraged, demanding the homosexual be kept at a distance from other boys. This is the natural reaction in every sense. Now, the homosexual kid demands he have full access to all the other boys, who are the object of his perverted obsession. These sex-offenders seem destined to have all of their wants satisfied at the expense of normal people.
I have long thought that the Boy Scouts should create a spin off special branch specifically for “Old School Scouting”.
This is because while the majority of Boy Scouts need and want “urban and suburban” character development, there are still boys who want a more “roughing it” experience. While the Explorers are still urban and suburban and career oriented, this would be a different program entirely.
To start with, Scouts could not just join this organization, but would have to pass some stringent tests to get into it.
By this I mean a hard physical test, demonstrate proficiency, not just basic skills, with: knives, axes and hatchets, a variety of guns and archery, construction of shelters, first aid; plant and animal identification, animal trapping, and preparation of plants and animals and cooking them for food; field water collection and purification. Field communications, such as semaphore, Morse code, and hand mirrors. Lots of other qualifiers as well. Skills required for backwoods survival.
Importantly, this would be expensive, and participation would likely run the duration of an entire summer. They would need their own Scout reservation, and the last two weeks of the summer would be devoted to maintenance, repair, restoration and improvement of the reservation for the next year.
There's already a small group like that, although it's not connected with the BSA, It's called the Baden-Powell Scouts' Association.
...and the beginings of Obamas Youth. This is how Hitlers Youth started. Infiltrate, corrupt and use. If I had a yound son he would not be in the BSA. I would just have to teach him all that stuff myself.

You are absolutely right. Very sad state of affairs we have come to. It is just astounding to see how mores have changed in just the past 30 years.
