Democrats understand that when they are losing a political fight, their best move is to change the political lexicon. When progressivism fails, they become liberals; when liberalism fails, they become progressives. Now theyre using that rhetorical trickery to try to save the wildly unpopular centerpiece of President Obamas first term: Obamacare.
Obamacare sets up what were originally termed state health care exchanges. These exchanges were supposedly set up to pool risk between health care insurance companies. Of course, if the market saw a benefit in such pooling, it would have done so already. In fact, many insurance companies already pool risks to broaden their enrollment.
But pooling risk isnt the Obama administrations real agenda. Actually, the exchanges are meant to pay insurance companies to implement Obamacare. In order to qualify for the exchanges, insurance companies can only charge certain prices and must cover certain services. But that means that the government i.e. taxpayers must subsidize the exchanges to make them work. If states refuse to set up the Obamacare exchanges, the federal government is supposed to set up its own exchanges, making that cost federal.

LOL...what kind of “market” thrives under Big Government edicts? The Black Market, of course. Just ask those who have survived Marxism everywhere it’s failed.
There are half a dozen of these companies who insure insurance companies of all types ~ they spread risk. The retail marketing arm of the industry are the insurers of all types that are quite public about what they do. These guys are different.
For most off their history they've been headquartered in Indianapolis. They have the most interesting annual reports ~ barely room on the pages for the numbers they deal with.
What will happen with the state pools is they will necessarily buy reinsurance insurance and fall into the clutches of the reinsurance industry.
That cycle will never end, and Congress will never need to do anything about it.
It continues to be highly unlikely that witch Sebelius will get a handle on health care such that she can kill all those she finds unnecessary to her new world order.

The Obamatrons know full well how insurance works and what they are doing it. This is only a “phase” until they can successfully collapse the private market and install a single payer system.

“Exchanges” sounds like the return counter at Target. Probably everyone was asking for when the exchanges would be available to exchange Obamacare for something better.
It is my understanding (and I can be wrong but I do not think I am) that by changing the name to “Marketplaces” all states that have any laws concerning “exchanges” now do not mean any thing. So all states will have to re-vote on a new bill or amend the language of the old bill....That being said, the left will just keep pushing until one day more democrats are in state offices to pass this or the states miss the fact that they need to adjust fast or be subject to the new rules.

They get it. Those on our side don't.
We are in for a long battle.
The only problem is the “individual penalty” but I am guessing we can force “WAIVERS” on that issue, by the time it becomes a real burden (not for a few years)
In other words:
SET UP YOUR FEDERAL EXCHANGES OBAMA, in the States that do not set up their own “Exchange” but -—
We are not really compelled to stop doing business with the plans we have now!
The states that have refused to set up the 0-care state exchanges must recognize that there will be an insurance coverage vacuum. In 2014, it is likely that employers will massively shed employees from their employer sponsored pans and pay the fine (likely required), or get below 50 employees for medium and small businesses.
In the non 0-care states, non-covered individuals may still be required to pay the tax-fine (TBD) if they don’t get their own high priced insurance in the individual market.
In the meantime, these conservative states need to set up their own real healthcare marketplaces based on real free market principles. In ths vacuum, they need to pass legislation that permits insurance companies to set up plans tailored to the consumer. That includes high deductible plans, limited benefits plans and plans w/o all the coverage mandated by 0-care. Bring in insurance executives and ask them to design free market individual and group plans. Permit insurance companies companies to continue rate risk and deny pre-existing disease coverage for individual plans. Menu pricing should also be required. We also need to rigorously explore the legality of some of the healthcare ministry exemptions.
Of course, we all know that many if these plans will not sufficiently comply with the HHS standards and 0-care. However, patients could still get adequate insurance coverage to meet their needs which even with the 0-care mandate tax, might be cheaper that purchasing HHS mandated insurance.
Inevitably, the Left will challenge these state laws on court, but that would take time and these plans could be shown to superior to the budget busting state exchange plans in the blue states.
If nothing is proposed by conservatives, this vacuum will be filled by the Left. They are starting right now by changing their nomenclature. Just wait, when we hear all the sob stories about middle class folks losing their insurance and “regular” people not being able to see the doctor, we will have the predictable cries for single payor, more Medicaid, and state exchanges. If nothing is done, we will be on the defensive again and lose.
Obama hasn't been all that lucky in his ability to attract talent ~ there ain't any at the top in that crowd.
