1. appeal to the masses with a semi-legit story of persecution
2. appeal to the higher ups with a kiss arse story embarassing Piers Morgan and Obama into considering him his son.
He is basically using a sort of centrist method of sugar covering one act of loyalty for one group with another act of loyalty for a group probably opposed that first group, and vice versa.
It’s an emotional appeal to one, and a loyalty appeal and blackmail embarassment to the other.
He is a smart cookie indeed, and he probably is high on his own language power hubris.

I don’t think the LAPD should be given any powers in this, they are bungling it, but the man might need some killing indeed ultimately. He is obviously unrepenting and incapable of facing his errors or consequences like a man, and instead he is now running like an animal.
