Excerpted from ABC News: Department of Homeland Security Secretary Janet Napolitano had no part in a decision by underlings to release illegal immigrant detainees as a way to save money before the sequestration and was surprised to learn about it, Napolitano told ABC News in an exclusive interview.

“Detainee populations and how that is managed back and forth is really handled by career officials in the field,” Napolitano said.

From the choppy news stories, it seems the releases were done at several retention facilities. If that is true, and if career officials are the ones who did it, they would have had to collude.

Per some reports, the release orders were sent over a week ago.

So, who gave/sent out the release orders.

Either there is a conspiracy amongst the career officials in the field, or they were set up by someone high up in the ICE/HSD organization.
