Sen. Prozanski’s bizarre bill to make it harder to get a CHL (Oregon)

Sen. Floyd Prozanski (D-Eugene) has sponsored a strange bill to make it more difficult to obtain a concealed handgun license in Oregon.

SB 796 requires that a person applying for a CHL pass a firing range test, but with some very strange twists. For example, Sen. Prozanski’s bill requires the use of human silhouette targets and it requires the use of high capacity magazines or speed loaders.

Here's part of the required test:

(10) For the purposes of subsection (1)(f) of this section, in order to demonstrate competence with a handgun a person must:

(a) Receive a score of at least 70 percent on a firing range test, with a maximum of three attempts, using a National Rifle Association B27 or similar silhouette target and consisting of the following course of fire:

(A) 20 rounds fired from a distance of three yards, with:

(i) Five rounds fired one at a time with two seconds allowed for each shot;
(ii) 10 rounds fired two at a time with three seconds allowed for each two shots; and
(iii) Five rounds fired with 10 seconds allowed for all five shots;

(B) 20 rounds fired from a distance of seven yards, with:

(i) Five rounds fired with 10 seconds allowed for all five shots;
(ii) Five rounds fired with four seconds allowed for the first two shots and six seconds allowed for the remaining three shots;
(iii) Five rounds fired one at a time with three seconds allowed for each shot; and
(iv) Five rounds fired with 15 seconds allowed for all five shots; and

(C) 10 rounds fired from a distance of 15 yards, with:
(i) Five rounds fired with six seconds allowed for the first two shots and nine seconds allowed for the remaining three shots; and
(ii) Five shots fired with 15 seconds allowed for all five shots;

I’d like legislators to lose their right to offer any proposed legislation if they are found to have spelling or punctuation errors.

Regarding the speedloader angle, I’m reading that as individual five-round courses of fire. Not consecutive. Would be too confusing to run it consecutively.

Range time is a good thing, but these courses of fire don’t make much sense to me.

Is this one of those where you can only then carry the gun that you qualify with?

Of course not! You can not carry the gun you qualify with.

If this seems contradictory, see Catch 22.

Sounds like these tests are not complete unless the applicant also spells the alphabet backwards, while walking a 10 foot straight line, with one finger on the bride of the nose, and the other hand on their head.

In other words, if the 'rats are on the edge of infringing, might as well go all the way and infringe bigtime.

I’m surprised they don’t require the shooter to hold the gun straight over his head then cluck like a chicken.

Not saying its the right thing to do but this looks a LOT like the current Texas CCW course of fire test. It’s easy.

3 yard line - 20 shots:

1 shot in 2 seconds, 5 times
2 shots in 3 seconds, 5 times
5 shots in 10 seconds, once

7 yard line - 20 shots:

5 shots in 10 seconds, once
1 shot in 3 seconds, 5 times
2 shots in 4 seconds, once
3 shots in 6 seconds, once
5 shots in 15 seconds, once

15 yard line - 10 shots:

2 shots in 6 seconds, once
3 shots in 9 seconds, once
5 shots in 15 seconds, once

of a requirement for getting a CHL and I will endorse it!

15 yard line - 10 shots:

2 shots in 6 seconds, once 3 shots in 9 seconds, once 5 shots in 15 seconds, once

Anything beyond 15yds(45ft) is not a threat. Wait until they're 10ft away (unless they're charging at you with a knife). The closer they are the better chance of hitting them in an adrenaline hyper situation.

NC also has a qual course simular to this, and it’s right out of an NRA marksmanship (?markspersonship?) training course. Not a bad idea to have to show a fundamental ability for concealed permit, in my opinion.

My state has similar shooting requirements (which I passed). Shortly after I did so, I asked a local State Senator why the shooting requirements for CHL holders were more difficult than those used by the State Highway Patrol officers. He said, “Why not?”

I was worried about it when I tested but when I got there I realized it was pretty easy. If you hit the target every shot through the first 40 shots you passed. So you could miss or not take all of the shots at the 15 yard line and still pass.

I am still in favor of constitutional carry with no test but in reality if you can’t pass the course of fire you really need some range time and should seriously think about not carrying.
