Can you get Obamacare? This insanely complicated chart will tell you.

Last week I posted a copy of the draft application for Obamacare benefits, which clocks in at a hefty 21 pages.

Consumer advocates and Wonkblog commenters had similar questions: Why on earth would the federal government create such a complex form to obtain a public benefit?

For me, at least, the flowchart below provides a bit of an answer. It comes from the National Association of Insurance Commissioners, which represents the regulators who oversee each state’s insurance market. It is an attempt to draw up the most basic, simple questions to determine eligibility for insurance subsidies or Medicaid.

It can take as many as six questions just to determine an individual’s ability to buy insurance. An eight-question chain sorts out eligibility to eschew employer coverage and buy an individual plan with a tax credit instead.

In a way, this is a natural extension of the law’s structure. The Affordable Care Act grows two different insurance programs, Medicaid and the individual market. Information on income levels is needed to figure out who qualifies for which one.

The Obama administration isn’t collecting 21 pages of information for its own entertainment. It’s collecting 21 pages of information to figure out where people land on this flowchart.

See FR thread on Obamacare “navigators” that need to be hired to help applicants fill out the 21 page application:

“For insurance exchanges, states need ‘navigators’ — and hiring them is a huge task”

...vast numbers who are confused by the myriad choices will need to sit down with someone who can walk them through the process.

Enter the “navigators,” an enormous new workforce of helpers required under the law.

In large measure, the success of the law and its overriding aim of making sure that virtually all Americans have health insurance depends on these people.

But the challenge of hiring and paying for a new class of workers is immense and is one of the most pressing issues as the Obama administration and state governments implement the law.

Tens of thousands of workers will be needed — California alone plans to certify 21,000 helpers — with the tab likely to run in the hundreds of millions of dollars.

For insurance exchanges, states need ‘navigators’ — and hiring them is a huge task

it would have been cheaper to just buy private health health insurance for the uninsured, and leave the rest of us alone.

Don't worry, the 21 page application comes with a 61 page explanatory document.

EDITORIAL: The Obamacare application March 18, 2013

The enrollment season begins Oct. 1, and the health bureaucrats have quietly posted a 21-page draft of the application for Obamacare. It’s accompanied by a 61-page explanatory document. The form offers 23 racial identities to choose from — including “other” — and individuals are encouraged to “check all that apply.” Detailed information about a person’s sources of income and expenses must be provided, so the government will know how much comes from alimony, how much from rentals, even how much revenue comes from fishing.

” It’s a scam where no one but the scammers will benefit. Call it the biggest money laundering and/or kickbacks ever.”

My first thought when I read the article in post 22.

Another gargantuan leftist crony deal, no matter if they are state/federal “navigators” or private contractor “navigators.”

Seriously! That point was mentioned time after time before ObamaCare was jammed down our throats, but as Slyfox pointed out---healthcare was never the objective.

I have a friend whose health insurance has been suspended because she is considered "high risk."

Yeah, she has high blood pressure so they dropped her.

I don't know how that works.

She is now searching for a new doctor.

If Obama and his goons cannot even create a less than 15 page sign-up form that is legible enough for an ordinary person to understand, how can the entire program be even remotely coherent?

ObamaScare is designed to grab all of our freedoms from us. It is not designed to provide affordable healthcare.

When good people realize the extent to which they have been lied to, that is when things will change.

Obama has not felt REAL change yet.

I do believe that the biggest effect of ObamaScare will be the wake-up call.

Think TSA and your local Social Security office.

Isn't it great there is a "Office of Civil Rights" and a "Office of Minority Health" in there?

“I have a friend whose health insurance has been suspended because she is considered “high risk.”

~~~~~~~~~~~
Today, high BP generally can be controlled with low-cost medication.
How is that even possible that they would consider your friend “high risk”? Is friend’s BP uncontrollable even with BP meds?
Not asking for answers, but friend’s case seems too outrageous not to be appealable if that is the sole reason for being dropped.
PS: I like ObamaScare. I’ve been keywording some of the more recent threads with 0care or zerocare.
“ObamaCare” is now used in most news, and Obama swells with pride every time he hears it.
Is “high-risk” just a bureaucratic euphemism for “pre-existing condition?”
Is this FPL based on gross income or AGI?
