Ten years ago, catch limits for the Georges Bank fishery were 12,000 metric tons. The new annual catch limits will reduce it to 2,002 metric tons. For the Gulf of Maine fishery, ten years ago the numbers were at 8,000 metric tons. The new annual catch limits will bring it to 1,550 metric tons. The quota change is expected to take effect in May, and will last at least three years.
The science of determining fish levels has not given been accurate and funding to develop better tracking is being limited by the cash strapped federal government. Fish levels have undergone a boom and bust cycle and much can be blamed on natural cycles in the aqua-environment and not from over fishing. This is because the fish quotas have been reduced to increase levels found by the science to be low. Even with lower fish harvests, the levels have gone even lower. The true cause of the current drop in levels is not understood.
However, my solution would be to create hatcheries to produce cod hatchlings that would boost the natural levels and level out the boom-bust phenomenon. Such hatcheries would be as close to the natural spawning places as technically possible to preserve the genetic diversity found in wild cod. Such would be located in places that would have all the natural conditions to insure the maximum production of hatchlings. Once the hatchlings have reached a size to be on their own, they can be released to the wild using controlled release techniques that would not stress out any one area where they are released.

Well boo the hell hoo. Canadian fishermen insisted on no catch limits too until they completely wiped out cod populations. They put themselves out of work and then cried crocodile tears because the cod were gone. And the cod have never returned. New England fishermen want to follow the Canadian example. The hell with them. I have no sympathy for greed.

Bull. It’s a War on Natural Resources being committed by “Harvesters.” What you going to do when the seas are scoured clean of life? Eat Soylent Green?
The overfishing goes back decades, as well.
The regulatory process is of course deeply flawed (particularly their silly survey system to estimate recreational catches) but if commercial fishermen were left to their own devices without regulation, there wouldn't be a single Cod within 1000 miles of Massachusetts right now.
A lot of them voted to empower the Democrats and this is where that leads. If they were not stupid, they would have known not to put the left in power over their lives and economies.
I feel sorry for the “socially liberal” Americans who followed the herd and were gay and slut baited into voting for their own financial ruin. Suddenly, democrat butt activity does not seem so important.

This regulation may have political purposes not mentioned in the report. Time will tell what is really the point.
Actually the cod have been returning since about 2007. They were never "completely wiped out" but recovery was slowed by ecological factors such as competition from other fish species.
You obviously have been reading the MSN too long and need to take a break. No one is taking about scouring the seas, except maybe the MSN who take their talking points from their fellow travelers at the NYT and Herr Soros - the proud ex-Nazi informant.
Perhaps you are a sports fisherman, since the only area of your expressed concern seems to revolve around commercial fishing.
You do realize that a great many so-called sports fishermen sell their catch?
You do know the difference between how sport and commercial fish catches are counted?
You do know that sport fishermen are on the honor system to only catch their per diem set limits, while commercial fishermen must to report their actual numbers?
You do know that regulatory fishery science is mostly based on guestimates and environmental politics?
You do know that fishery managers often regulate commercial fisheries based on how much each individual fisherman will earn per day or opening on average?
Meanwhile, in other areas of this silent war, farmers, loggers, and miners are suffering under onerous legal constraints and arbitrarily imposed federal regulations, mostly generated by your friends in the environmentally community, who, it may surprise you to learn, would like nothing better than for us riffraff to eat the afore mentioned Soylent Green, while they continue to enjoy foods from their farms.
Once this nation's Balance of Trade consisted primarily of three factors: Boeing, logging, and commercial fishing - with mining and farming coming in fourth and fifth. No longer, of course, we now leave those things mostly to others. And naturally, we no longer have a Balance of Trade worth mentioning in this nation so blessed with abundant natural resources.
You are likely too young to remember or variously did not pay attention (or forgot) that under the rein of our once glorious leader, B. Clinton, that we had the Third Way imposed by fiat, regulation, Executive Orders, and Federal legal actions on Natural Resource Harvesters. In this case, it means allowing other, disadvantage populations take over the means of Natural Resource production, while moving the former producers to more appropriate forms of production - like sitting in a cubical shuffling papers, staring at digital representations of a fantastical real world, dealing with endless phone calls, and going to meetings.
Don't worry, be happy! American harvested products will soon be completely gone; those involved will have real jobs or be collecting food stamps! Your foods and fish will increasingly come from China where they practice the strictest of environmental and safety precautions! Rumor has it they use the latest in food dye, drugs, hormones, and bottom paint (on the fish pen netting) in the production of their farmer fish products - these all are what makes those products so yummy! You will still be able to smell those store-bought fish - which, unlike unscented fresh fish, have that familiar, tangy, delicious, rotting odor!
You and yours will live in a strictly controlled and bounded mega-city, else on set-aside areas on the Plains in teepees watching, disarmed and helpless as the buffalo herds pass by, eating a strictly controlled diet purchased with food stamps and ration cards. Where access to the country side is limited to controlled corridors between mega-cities and side ventures are by permit only.
Meanwhile, the fabulously wealthy, the politically elite, and environmental super stars will dine in special restaurants and shop in special stores - all coming to you and yours from this once great and free Constitutional Republic - now reduced to its proper place as a washed up, dusty Third World state controlled by the Party. Such is the vision of the elite in the environmental community!
For others reading this (other than Chessplayer), we who are (or were) natural resource harvesters have been warning you for decades that what this country is now experiencing will come to pass, but none listened. You know, it is like when you see or read the news - its always about someone else, and you may think or feel this way or that, but it is not about you and your life. Just some other poor sucker.
Now that ‘they’ have begun to come for you, things are getting a bit edgy. Many are rushing out to buy guns and bullets, desperately wishing that the Federal purchase of one billion bullets has a perfectly innocent explanation.
Still others are hoping the courts and the Supreme Court will save the day, but despite the occasional reprieve, the courts will go along with the wishes of the elite in the end.
Despite the amount of money they can raise to fight in court, remember the Federal Government has more money. They will lose, as has so many before them. Lesson not learned, unfortunately.
We, on this end, realize that most reading this missive will not understand the connection between Federal regulation of some hapless commercial fishermen on the East Coast and the state this country finds itself in today, nor what we say as coming down the pike at them like a slow moving, fully laden, out of rational control, eighteen wheeler headed squarely for them and theirs.
Our collision has already happened decades ago, but the mass continues to push forward toward the looming steel wall. Many of our mines and forests are now parks and preserves; commercial fisherman need a battery of law books and lawyers before and during a fishery opening where they can only earn as much money as some fishery managed deems appropriate; many farms are turned to dust, else housing tracks and misnamed industrial parks.
What do you imagine happened to our lives, families and dreams? Whatever you might imagine, it was worse. Sorrow does not begin to cover it.
That is what is coming for you today and tomorrow. Will you listen this time, ignore it, or just pass it off once again with some sarcastic remarks?
Mainly the now protected dogfish, once the primary export to England - used in fish and chips.
