In fact in Maryland a 15 year old child CANNOT give her legal consent:

Maryland statutory rape laws decree that if you have sex with a person who is 14 or 15 years old, and you are at least four years older than your partner, you can be charged with and convicted of a second-degree sexual offense.
Also, if you are at least 21 years old or older, and you have sexual relations with a person who is between the ages of 14 and 15 years old, the crime is elevated to a third-degree sexual offense.

The author is obviously trying to get a specific message across by calling her a woman rather than a child or a teen, in the title.

I think teen would have been fine, or even ‘young woman’ is commonly used for teens wouldhave been better.

In her speech she certainly strikes me as one who has put away childish things. For this I would absolutely consider her a "woman", if only in the intellectual sense. Anyone described accurately as a "gangbanger" has likely not put aside childish things and justly retains the moniker "child". Clearly there is a difference between intellectual age and physical age.

There is still hope for America’s future, she may be rare, but such as her could start a constitutional movement among the young...here’s hoping.
