Sen. Rubio defends emerging immigration deal as ‘not amnesty’ By Cameron Joseph - 04/14/13 09:38 AM ET

Sen. Marco Rubio (R-Fla.) blitzed all five Sunday shows in his most public pitch yet for the emerging immigration reform bill, arguing that it would control the border, and rejecting conservative criticisms that it provided “amnesty” for illegal immigrants in the country.

"This is not amnesty. Amnesty is the forgiveness of something. Amnesty is anything that says 'do it illegally, it'll be cheaper and easier,'" Rubio, a member of the bipartisan ‘Gang of Eight’ senators set to unveil their immigration bill on Tuesday, said on “Fox News Sunday.”

Rubio said the bill would allow illegal immigrants to stay only after meeting a series of requirements, including having a job and paying fines, and would require them to wait years before applying for citizenship.

Rubio also emphasized that immigrants allowed to stay in the U.S. would get that status only provisionally and wouldn't have access to any government programs, including food stamps, ObamaCare and Medicare.

Rubio, a Tea Party favorite, is a key figure in winning GOP support for the bill. But the contentious politics also place the potential 2016 presidential candidate in a difficult spot, as many conservatives are strongly opposed to offering immigrants who came here illegally a chance to stay in the U.S. and eventually apply for citizenship. The charge is the most potent attack conservatives have lobbed at the bill.

The Florida senator, though, argued that the time was ripe for addressing immigration reform.

"This is an issue that needs to be solved," he said.

He argued that the current system is "de facto amnesty" and that the bipartisan plan would greatly improve control of the border with Mexico, create an "entry-exit" monitoring system to keep immigrants from overstaying their visas, and an "E-Verify" system to make sure companies aren't illegally hiring unauthorized immigrants.

Rubio also pushed back against a report from the conservative Heritage Foundation that immigration reform would be costly to the government. A similar report helped derail immigration reform six years ago by undercutting conservative support for the measure.

"Conservatives love dynamic scoring," he said, arguing the bill's effects should be taken on the whole and not just looked at from what it would cost the government. "This will be a net positive for our country now and for the future."

Former Sen. Jim DeMint (R-S.C.), a close Rubio ally who helped get him elected in 2010, is now head of the organization — and has long been a staunch opponent of giving illegal immigrants any legal status.

The Gang of Eight first unveiled their framework in January and have been negotiating details of the pal since then. The measure will include tougher border security measures, a pathway to citizenship for illegal immigrants, as well as new programs for guest workers and high-skilled immigrants.

A House group is working on its own bipartisan immigration overhaul, and leaders from both parties have said they hope to move on legislation soon. President Obama has made immigration reform a top priority for his second term.

Rubio has taken a cautious approach to talks on the bill in the past, and has urged Senate Judiciary Chairman Patrick Leahy (D-Vt.) to move slowly, allowing time for senators to build public support for their proposals.

Any bill which does not prosecute and deport every immigrant who committed document fraud and identity theft is an amnesty bill.

Any bill which grants forgiveness to illegal immigrants for the commission of what would be a felony if committed by an American Citizen is not only an Amnesty bill but an act of treachery against all law abiding Citizens.

When GWB proposed such a “reform” I called for his impeachment. I’m not going to give Rubio a pass on this.

This is treachery. Rubio needs to be recalled.

I am sick of the gang of 535...make that 537 to included the “ass” and “vice-ass” in what was once considered the peoples house...I now refer to it as “the black house of doom”...at least to our rights and freedom and country that was once called America and now amerika!!!!

Let me get this straight.

Since 1986 the borders have been left wide open, they were never controlled as promised in the Simpson Muzolly deal.

Prop 189 was overturned buy a libtard court as unconstitutional.

The borders remain open even after 9/11 (I can only surmise it is a deliberate action to destroy this Country, because no could be so stupid as to not control borders after an attack).

The one man, Joe Arpaio who enforces both Federal immigration and workplace laws is sued by the Feds for doing it.

The Feds have not enforced their own laws for the past 30 years yet I’m supposed to believe they’ll enforce these?

They give illegal invaders a path to Citizenship telling us there is no way to deport them, then they want to destroy the value of my/our American Citizenship by granting them the same status I was born with, all because they did not do THEIR jobs?

ALL politicians shy away from any difficult duty. Its just part of their nature. That is why we had the amnesty in 1986 and we will have the larger amnesty in 2013 and then god knows what kind of amnesty in about 20 more years.

The preface to all discussions about immigration reform starts with the words “We cannot round up and deport 11-20 million illegals”. When in fact Ike proved that we certainly can. What they really mean is that they can’t or won’t take the heat from the MSM and La Raza for cracking down and doingwhat is necessary to make these people self deport.

The border between the US and Mexico will never be locked down its not going to happen and actually it doesn’t really need to happen. So no we don’t need a secure border to keep illegal immigration to a minimum.

We already have E-verify in place and it generally works pretty well. Add to that no education for the illegal kiddies, no renting to illegals, no drivers licenses, no welfare of any kind, no using the emergency room for a doctor’s office. Without a work visa you get nothing. Put these things in place and the number of illegals will diminish to minimal level.

So,”Immigration reform” is a false political solution not a real solution. It starts with the promise of securing the border first. WE all know that won’t happen. Then getting in line for citizenship. Getting in what line? They are already here living and working and getting the benefits. Now they will be able to bring their extended families who are still in other countries so immigration will really swell under the “immigration reform” not diminish. Basically the line starts in the front for all the 11-20 million mostly hispanics and their extended families still in other countries.

Studies have shown that only about 20% of hispanics have any interest in becoming US citizens. They are highly natonalistic and proud of their heritage. So that means that about 80% will stay in the shadows and continue to soak up the freebies.

Where does all this leave the millions of Irish, Russian, Romanian, Phillipino, Indonesian, Korean and Indian folks who have been waitig for years for their number to come and be allowed in legally? A high number of these folks have a good educatio and desireable skill sets.

The answer to this question cannot be repeated often enough. Politicians cannot or will not do a difficult job. They are all eager to get this problem behind them. The fact that it will rear its ugly head again in a few years is not important to them. By that time it will be somebody else’s problem.

Don't forget one important part of that deal, closing the borders!

The dems screwed Reagan on that part just like they did with spending reduction in the TEFRA deal.....wonder if they would ever do something like that again?

I agree with your post. The crux of the problem is the instant answer “we cannot.....”.

The underlying reason for this isn’t difficulty; it is the unwillingness of Democrats to deport 20-50 million illegal, yet potential Democrat voters, and 2) the greed of business’ desire for cheap labor.

These people are here to rape our entitlement resources, pay very little (actually nearly no state or Federal income taxes and and only the basic payroll OASDI/Medicaid taxes) or NONE at all for cash only work.

They are automatic criminals upon entering, criminals that rape, rob, murder and DUI maim our citizens. They bring heretofore extinct disease, overburden our emergency rooms, inundate our schools with difficult to educate minors, and a host of other ills. There is no value added by these people at all, except to Democrats and greedy business enterprises.

So, to tell me and others that we can’t round up these criminals and deport their asses back to Mexico is reprehensible and just lazy. Obama wants to put every 4 year old in government education camps. Why can’t he get rid of all these illegals?

Minorities in the GOP seem largely there as tokens, not for their staunchly conservative beliefs.

I remember it well, but the dems never intended to keep the part of the deal that called for closing the border, they set Reagan up.

Just like they never intended to cut spending 3 dollars for the tax increase of one dollar under TEFRA.

Only if you refuse to enforce the current system, you moron.

Current laws are more than adequate to control illegal immigration - if they were ever enforced. Rubio somehow believes that amnesty will bring a change of heart and will in the Democrats, RINOs, Chamber of Commerce, and Wall Street Journal goons who will immediately begin enforcing the laws they fought for decades.

Amnesty and legalization will mean that the now cheap illegal workers will become expensive, higher-waged unionized legal workers, who will no longer be appealing to the Chamber of Commerce types for hiring. Which means that the newly legal illegals will be unemployed and all on the welfare/healthcare/unemployment dole, as the next wave of illegals from Bangladesh and Nigeria get sneaked into the country.

Rubio and Schumer should save us all a lot of time by building into the Gang of Eght bill a provision that every 10 years there will be an automatic amnesty for those that sneaked in the previous decade.

The one advantage to amnesty is that after the illegals start voting (many already do) the McCains, Grahams, and Rubios will all be replaced by Democrats. At least we won't have to listen to them anymore as they retire to their mansions in gated communities where no legal/illegal hispanic will ever be allowed to show his face, except when the lawn needs to be cut.

Yes, yes, and YES. We need to kick out these illegals, END welfare for every Tom, Dick, and Harry, and get these fat, lazy welfare jerks up off their butts and start doing the jobs illegals are doing!!

Too lazy you say? Not if they don’t have food to eat - they’ll work if they have to. And that includes our lazy American teenagers. We need to get them off their lazy butts, off their I-phones and out of the malls and movie theaters and stop their incessant mooching.

This country survived for 300 years without illegals ...it can survive again just fine.

We act as if we really NEED these people. The only ones who truly need them are pols and the business overseers who are too lazy to do their own work.

We just had our driveway and neighborhood road resurfaced. All I saw were 20 little brown men, with 2 big white fat guys standing around for 8 hrs straight, not lifting a FINGER. It was disgusting . . . they probably paid those guys beans, and pocketed the rest. Meanwile, every single family member of each of those brown men was at the welfare office, signing up for WIC and getting their Medicaid papers.
