I’ve read so many accounts by now I don’t remember which one it was, BUT, someone at the race said that he was surprised by how many canine units were at the start and finish of the race. This man said he was told it was ‘just an exercise’, but he suspects the cops heard a rumor of trouble but didn’t want to scare anyone.
Highly speculative, but reportedly a Saudi was acting hinky and hurt in the blast. If he planted the device(s), he may have been slated as “would be”, that is to say unwitting, martyr by the person with the trigger. Would you expect more honor among terrorists?
Watching events from rooftops is perfectly normal activity. During the Boston Fourth of July celebration, people in buildings with a view of the Esplanade will often throw rooftop parties.
Police? Security? National Guard? Not necessaarily evil.
In a freedom to move country like ours, it is very foolish and downright wasteful & stupid to monitor every potential terrorist.
The only way to stop cowardly terrorism is to punish the country where the terrorists received training, funding, sanctuary etc. By punish I do not mean ordinary folks, but the rulers who give support to terrorists.
Everything else is a giant waste of money, will not stop terrorism, and people will be forced to remove their shoes at the airports including grandmothers and children, creating a giant cadre of unionized tax payer funded employees.

It's jerky and quick but the startling thing to me is that the figure is obviously watching and not reacting to the blast.
I saw that posted on another site not long after it happened. I don’t know what type of building it was or if it was an office or residential builing. If so, it could be the guy was just out getting fresh air. I don’t know, though. It does look suspicious. Possibly he was involved in the bombing and was overseeing his “work.”
If i gave a crap about the B marathon and had access to a roof I would probably go up and watch too.
