It was also a posse commitatus thing (crime scene), but the BPD probably wasn’t thinking along those lines.

I don’t know. Maybe the local law enforcement didn’t want a bunch of ineffective government agents trampling all over the crime scene. Especially part time military personell.

Local enforcement has never like the feds sticking their noses into things. It’s a turf thing. They probably resented the FBI being there, also.
