Ah, someone who remembers his history.
Interestingly after Black Jack Pershing used that tactic to put down the Muslim revolt in the Philippines, the Muslims in the Moro Islands militated for the Philippines to enter the Union as a state, rather than be granted independence because they thought life would be better under the First Amendment than in a newly independent majority Christian country without it.

Shaheen says “first has to be the release of detainees,” and after that, the Taliban “want to build bridges of confidence.” They got that right: this administration does not believe in building walls or bridges before conferring amnesty.
